Manager provides financial direction, grant oversight (both financial and regulatory), directs vendor management, procurement and contract guidance, and operation of warehouse. Must be well versed in the fields of accounting, regulations (including state, federal: WIC, SNAP-Ed, CDC, and department), auditing, warehouse management, retail operations, statistics (including statistical analysis) and other business functions. Responsible for budget development, monitoring, internal control and feedback as well as forecasting. Oversee and coordinate all procurement activities. Is lead and responsible for coordination of all USDA financial reviews and program audits, and ensures compliance with federal and state laws, regulations and rules to include reconciliation of financial transactions. Is lead for development and submission of corrective action plans for both state and federal financial audit findings. Develop and maintain appropriate financial policies and procedures and business processes within team and bureau. Evaluate and oversee personnel budgeting and reporting of labor activity to ensure compliance. Responsible for managing the operation of a 10,000 sq. ft. warehouse and control of inventory. Provide mentoring and training to program managers, and subcontractors, and directly supervises seven (7) employees. Performs all other duties as required. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Knowledge of the principles and practice of financial management and oversight of programs; financial transactions, forecasting and complex budgeting; knowledge of Generally Accepted Accounting Principles (GAAP), government auditing (The Yellow Book), and both GASS (Governmental Accounting Standards Board ) and FASB (Financial Accounting Standards Board) standards. Knowledge of federal and state policies and procedures for accounting, reporting, procurement, contracting, inventory control, and warehouse management. Considerable knowledge of management theory and practices desired. Knowledge of principles, methods and techniques of personnel management, leadership and government administration. Knowledge of the food retail systems and warehouse administration as well as a knowledge of the business supply chain. Skills in management, leadership, and employee motivation; excellent oral and written communication; interpersonal relationships in relation to work with subordinate staff, other managers, contractors and other state/federal agencies; interpretation of federal and state regulations and laws; financial management; policy interpretation; development and analysis of data; establishing priorities, critical thinking; and problem solving techniques. Ability to plan, organize and direct multiple complex projects within an established timeframe. Understand and interpret federal and state regulations, and write policies and procedures for State Plans. Provide leadership in all phases of administration of public health programs and services. Ability to work with a wide variety of individuals and organizations, to delegate, develop and coach team members. Selective Preference: A Bachelor’s degree with a major in accounting from an accredited college or university or a Bachelor’s degree in a related field with a minimum of 30 hours in accounting and/or business law. Three years of experience in government or for profit accounting. A Master’s degree in accounting, business or public administration from an accredited college or university preferred and may be substituted for one year of experience. CPA, CIA, CMA or other professional financial designation a plus. Position is required to perform work and attend meetings at alternate locations and/or travel when necessary, which requires the use of either a state or personal vehicle.
