UNAPPROVED Minutes
I.
Call to order: The monthly meeting of the Missouri State University
Professional Education Committee convened at 3:30 pm. Co-Chairs Cindy Hail and
Rebecca Woodard presiding, and Trish Sharpensteen, secretary. 33 members of the
voting body were present. A quorum was established.
II.
Approval of Minutes-: Motion was made and seconded to approve minutes of
September 19, 2012 meeting. Motion carried.
III.
Announcements
Co-Chair Rebecca Woodard reported. The co-chair format of the PEC is new. There
will be an opportunity to discuss the need for this leadership design to continue in
subsequent years.
(Sub)committee chairs should ensure minutes of all meetings are drafted and sent to
Trish Sharpensteen for posting on the PEC web page. Minutes are imperative to
exhibiting governance and structure of the unit.
The MACTE conference will commence on October 10. PEC co-chairs Woodard and
Hail along with unit head Craig will be attending.
The October PEC meeting will be rescheduled to October 17.
IV.
Administrative updates
A. Unit Update
Unit Head Chris Craig reported. The Council for the Accreditation of Educator
Preparation (CAEP) has established a timeline for program accreditation.
These changes will not affect immediate accreditation goals of the unit. The
Senior VP of CAEP, Debbie Eldgridge will visit MSU within the year.
Three external, impartial reviewers have critiqued the supplemental rejoinder.
All three affirmed the importance of the professional education committee
description.
An orientation was held for PEU program coordinators to learn about the work
being done to meet assessment needs.
Clarification was received regarding the mandates of NCATE Standard IV.
Diversity. The criterion specifically requires students to have meaningful
interaction with diverse races. The addition of EDC 345 to the secondary
education core is a stride toward achieving the standard. Diversity can be met
in the field experiences component through serving students with disabilities.
B. COE Update
Interim COE Dean David Hough reported. Recruitment efforts for the diversity
in education transfer scholarship are underway. The scholarship is unit wide
and all candidates are welcome.
The work of the Teacher Education Alliance was mentioned at a national
conference in Washington DC.

Travis Marler is now working for the unit. Anyone needing solutions with the
STEPS program is welcome to contact him for training and assistance.
There is perceptional evidence of a need for a MSED in teacher leadership. An
advanced study of needs will be included in the unit assessment plan.
C. Secondary Education Update
Secondary Education Director Denise Fredrick reported. Trish Sharpensteen,
PEU/Secondary Education Administrative Specialist represented secondary
education programs at four presentations to AAT students at OTC. Secondary
education will continue to have a presence at community colleges and
recruitment events through program faculty and administrative office
participation.
V.
Committee reports
A. Admissions, Procedures, & Retention
Chair Gay Ragan reported. The committee results from a separation of the
Membership, Admission, Procedures, and Retention Committee. The
committee is in need of members. It is not necessary to be a PEC
representative to join. The work of the committee is focused on students.
B. Program Review
Chair Roberta Aram reported. The committee will be taking a more active role
in internal program review. Reviews will be conducted every three years. The
committee will support programs throughout the review by utilizing data
resources to monitor goals and objectives.
The committee has established a goal of January 2013 to have all syllabi
following the MOSPE standards. PEU program coordinators will be assigned a
committee representative who will assist in alignment of course syllabi to the
standards.
C. Diversity
Chair Carol Maples reported. The committee continues to develop their role in
the recruitment and retention of diverse candidates.
Hispanic Heritage Month calendars are available. Everyone is encouraged to
support campus events.
The NAME conference will take place on April 13, 2013. Proposals and
registrations are now being accepted.
D. BSED Secondary Oversight
Chair Gigi Saunders reported. The committee considered and approved the
addition of EDC 345 to the secondary education core.
Work has begun to create a unit wide assessment of program advising.
E. MSED Secondary Oversight
Chair Lynda Plymate reported. Committee membership is being finalized. A
meeting is anticipated in the next few weeks.
F. Screening
Chair Judith John reported. The committee will bring forward for vote several
curricular proposals approved at their September meeting.
G. Exceptions and Compliance

Chair Gayle Runke reported. The committee is working to clarify and revise the
exceptions procedures. The committee will now track the impact granting or
denying exceptions has on students.

Motion to approve. Seconded. Proposals approved as presented.
VII.
Personnel actions
A. Recommendation of New PEU Members
Membership and Professional Development Chair Beth Hurst presented.
Professional Education Unit applicants moved to the floor for voting.

Motion to approve. Seconded. All candidates approved for membership in the
professional education unit.
B. Teacher Education Program Candidates
Candidate roster for acceptance to the Teacher Education Program-COE were
considered. Steve Willis motioned to approve. All candidates approved.
Candidate roster for acceptance to the Teacher Education Program-Secondary
Education were considered. Lynda Plymate motioned to approve. All
candidates approved.
VIII.
Old business
A. Diversity in Education Scholarship
Co-Chair Rebecca Woodard reported. The diversity in education scholarship
provides $3,000.00 for two years to recipients. Meetings with donors and
students will be held. Donor solicitations are in progress. Students interested
in applying for the scholarship should be directed to Trish Sharpensteen.
B. DESE Update
Co-Chair Rebecca Woodard reported. University professional education units
are now known as “Education Preparation Providers” at the state level. PEC
members are encouraged to visit the DESE website for continuous information
regarding upcoming changes in the field of teacher prep.
C. STEPS Update
Co-Chair Rebecca Woodard reported. Dispositions have been added to STEPS.
The kinesiology department is piloting the assessments. Adjustments are
being made throughout the process in an attempt to refine the system prior to
implementation throughout the unit.

New business
A. Teacher Education Program Exceptions and Appeals
Procedure
Handout: Professional Education Unit Exceptions and Appeals Procedure.
Co-Chair Rebecca Woodard reported. The procedure for notification and
appeals of exceptions has been revised. Appeals to the decision of the PEC
Exceptions and Compliance Committee will be made to the Director of
Secondary Education or the (Interim) Dean of the College of Education. If the
initial decision is upheld the applicant may appeal to the Head of the Unit. All
communication to applicants will be done by the PEU Administrative
Specialist. The procedure has the endorsement of the Exceptions and Appeals
Committee. The PEC will vote on the procedure at the October 17 meeting.
B. CBASE Replacement Course Policy

Exceptions and Compliance Committee Chair Gayle Runke reported. Members
of the PEC are asked to consider and discuss with departments the grade
requirement for CBASE replacement courses. The current guideline accepts a
grade of B- or above. The committee would like input on the appropriateness
of this score.
C. Dispositions and assessment Plan
Handout: Candidate Professional Dispositions (PEU P.D.) Rationale and
Process.
Co-Chair Cindy Hail reported. The accreditation assessment committee has
established the dispositions and tools for measuring. All actions related to the
dispositions will be vetted by the PEC. Cindy is willing to discuss with any
program interested.
