Anderson School District Five
Special Education HOMEBASED Instruction
Pay Information
Homebased is a special education placement made by a student’s IEP (Individualized Education Plan) team. Homebased
Instructors should be certified in special education in the student’s category of disability. (Students classified as OHI can
be served by teachers certified in LD or ED.) Homebased Instructors can have no more than two (2) students at any given
time. Homebased services should NOT begin until an IEP meeting has been held changing the student’s placement to
“Homebased.”
The pay rate for Homebased Instruction is $25.00 per hour. If you serve two (2) students at the same time, your pay is
not for each student, but rather for the hour the students are served. Because homebased students are served by an
Individualized Education Plan (IEP), most of their instruction should be individualized. Serving two students during the
same time frame is discouraged. On average, each student is entitled to 5 hours of instruction per week. Any hours of
instruction beyond 5 hours must be an IEP team decision and must be approved by Dr. Lynn Dowis, Director of Special
Education.
Your supplemental pay for Homebased Instruction is paid monthly (on the 30th of each month). Timesheets must be
received by the Office of Special Education no later than the 10th day of the month in order to be processed and paid
on the 30th of the same month.
Timesheets must be filled out completely and will be returned to you for corrections/completion if needed. This could
result in delay of payment until the next pay cycle. Never enter any dates on your timesheet that have not yet occurred.
If a student does not show-up for a Homebased session, the Instructor needs to document “AB” (for Absent) on the
timesheet. After 3 consecutive or 5 intermittent absences, the student/absences need to be reported to the Office of
Student and Community Services, the PowerSchool Clerk of the student’s school, and the Case Manager of the student’s
IEP. The Homebased Instructor will be compensated, even for absences (due to time, preparation, and travel), until
reaching 3 or 5 absences.
A cancelled Homebased session is not an absence IF the Instructor is notified ahead of time and the session is
re-scheduled.
Timesheets should be sent to the appropriate special education secretary assigned to the school where you are based:

Vicki Johnson-Midway, South Fant, Centerville, North Pointe, West Market, Lakeside, Westside 
Christi Isom-Concord, Homeland Park, McCants, Glenview, TL Hanna, AVCC, Charter School, Bridge Academy 
Timesheets may be sent by courier (be sure to factor in delivery time if you select this method), hand delivered to the
District Office, or faxed to 260-5073. Feel free to call or e-mail to verify receipt. It is wise for you to retain a copy of
your timesheet for your records.
Any questions about pay should be discussed with the appropriate secretary or Lynn Dowis. Discrepancies with pay will
be investigated in our office first. If the Office of Special Education is unable to solve the discrepancy, you will be
directed to another office.
I have read the above guidelines and understand the conditions of payment and service as a Homebased Instructor in Anderson
School District Five.
