MINUTES BOARD OF TRUSTEES MEETING ANDERSON SCHOOL DISTRICT NUMBER FIVE Anderson, South Carolina November 17, 2015 6:30 P.M. The Board of Trustees of Anderson County School District Number Five met in the Offices of the Board this date with the following members present: Dr. Sandy Addis, Mr. Jay Blankenship, Mr. Rick Bradshaw, Reverend Johnny S. Donald, Jr., Mr. John Griffith, Mrs. Ann Huitt, Mr. Harold Kay, II, Mr. Tommy Price and Mr. Paul Zugg. NOTICE TO MEDIA In accordance with the S. C. Code of Laws, 1976, Section 30-4-80(d), as amended, the following have been notified of the time, date, place and agenda of this meeting: The Anderson Independent-Mail, Greenville News, The Anderson Journal, WYFF, WSPA, Paul Brown, and FOX 21. CALL TO ORDER & WELCOME Mr. Bradshaw called the meeting to order at 6:30 p.m. and welcomed everyone to the meeting. OATH OF OFFICE Mr. Bradshaw recognized new Board Member Reverend Johnny S. Donald, Jr. who was recently appointed to the Area 2 seat on the Board. Mr. Bradshaw administered the Oath of Office for Reverend Donald. PLEDGE OF ALLEGIANCE & INVOCATION Mr. Bradshaw led the group in the Pledge of Allegiance to the Flag, and Mr. Zugg gave the invocation. Mr. Bradshaw then asked everyone to observe a moment of silence for the victims in Paris, France. APPROVAL OF AGENDA Mr. Bradshaw requested that Item #8C – 2015-2016 Personnel Recommendations be deleted from the agenda. There will be no personnel recommendations. Mr. Price made a motion to approve the agenda as amended. Mr. Kay seconded the motion, which carried unanimously. RECOGNITION OF EXCELLENCE Mr. Wilson recognized Midway Elementary School Principal Gary Bruhjell to recognize Midway Elementary School Teacher Whitney Jackson who received the Golden Apple Award from WYFF 4. Mr. Wilson then recognized T. L. Hanna High School Principal Shawn Tobin and Westside High School Guidance Counselor Kena Steeple to recognize the following students who have been named a Wendy’s High School Heisman Winner. Jajuan Blankenship Liesel Rutland Devon Gillard Jaliyah Sanford T. L. Hanna High School T. L. Hanna High School Westside High School Westside High School Students must maintain a GPA of 3.0 (B average) or better and be proven leaders and role models within their school and community. OPPORTUNITY FOR CITIZENS TO ADDRESS THE BOARD No one signed up to address the Board. CONSENT AGENDA Mr. Wilson and the Administration recommended Board approval of the following Consent Agenda items: Minutes of the October 20, 2015 Regular Board Meeting Minutes of the November 12, 2015 Committee of the Whole Meeting Mr. Kay made a motion the Board approve the Administration’s recommendation of the Consent Agenda items. Reverend Donald seconded the motion, which carried unanimously. ACTION ITEMS Proposed Name of School (Robert Anderson) – Mr. Wilson stated that being able to identify each school has been a concern of the Administration. A list of proposed new names of the schools, with the exception of Robert Anderson, were approve by the Board at its October 2015 meeting. The Administration recommended that Robert Anderson College and Career Academy be changed to Robert Anderson Middle School. Mrs. Huitt made a motion the Board approve that Robert Anderson College and Career Academy be changed to Robert Anderson Middle School. Mr. Zugg seconded the motion, which carried unanimously. Approval of Act 155 Diploma Petitions petition for their high school diploma if all Administration recommended Board approval high school diploma bringing the district total – As a result of Act 155, students can now other criteria for graduation were met. The of one student who has petitioned to receive a to 57. Mr. Blankenship made a motion the Board approve the diploma petitions as presented. Mr. Kay seconded the motion, which carried unanimously. 2 SUPERINTENDENT’S REPORT Instructional Highlight – T. L. Hanna High School – Mr. Wilson recognized T. L. Hanna High Principal Shawn Tobin to highlight programs offered at T. L. Hanna High School. Mr. Tobin stated that it is often said in education, “You’ve got to make it relevant.” He then stated the Video Production Class at T. L. Hanna shows relevancy and rigor. Mr. Tobin recognized Video Broadcasting teacher Keith White. He then recognized several T. L. Hanna students who created a video highlighting three primary components of the Jumbo-tron (the show control computer; the tricastor; the replay console). Each student explained the different components and how the Jumbo-tron is utilized. Working behind the scenes operating drones was also demonstrated in the video. Financial Reports – Mr. Wilson recognized Mrs. Heard to present as information the monthly Financial Statements and the Pupil Activity Reports for the month ending October 31, 2015. With regards to revenue, Mrs. Heard reported that this is still a very lean time for the district; tax collections will start the middle of November; however, the district is receiving anticipated revenue as expected. With regards to expenditures, bills are being paid as needed. She further stated that the school accounts are looking good, and that the district is in good standing as compared to this same time last year. With regards to the one cent sales tax collection, Anderson Five received approximately $684,000 for the month of September. Of that, approximately $136,900 will go towards our debt service to reduce the bond indebtedness on property taxes. The amount available for our capital projects is approximately $547,000, which is above the estimated projections.
