VAN VLECK OBSERVATORY ON FOSS HILL
LARGE DOME INTERIOR STRIPPING, STAINING & PAINTING
PART 1 – GENERAL
1.1 RELATED DOCUMENTS
1. Drawings, photos and general provisions of the Contract, including General and Supplementary
Conditions and all other Specification Sections referenced, apply to this section.
1.2 HAZARDOUS MATERIAL COORDINATION
1. All painted surfaces shall be treated as positive for lead containing paint. Federal, State, Local
and OSHA requirements are to be strictly adhered to for all lead abatement. Contractor shall
wrap lead waste in 6-mil plastic, transport and store lead waste on Owner’s site in a location to be
designated. Owner shall dispose of lead waste.
2. All contractor personnel working on the project shall be certified by the U.S. Environmental
Protection Agency (EPA) for lead based paint activities.
3. All Contractors shall provide current blood test results for ALL employees working on Wesleyan
properties in the performance of demolition, window installations, and painting activities before
the start of any work.

Contractor shall adhere to the project manual.
Contractor to assume all paint is lead containing.
Coordinate all work with Owner’s Representative.
Building and surrounding dormitories will be occupied.
Reference construction schedule for start and completion dates.
The contractor will be responsible for daily clean up. Project site must be kept clean and free
from tripping hazards.
Conduct construction waste management activities in accordance with the State of Connecticut
EPA, Middletown Municipal Code and all other applicable laws and ordinances. Removal of
debris is to be disposed of in contractor supplied dumpsters at a centralized location.
Coordinate all work with work of other trades.
Contractor to comply with all State and Federal Codes, City of Middletown Ordinances, OSHA
requirements and Wesleyan University General Project Requirements and Closeout Procedures.
Provide as-built condition drawings.
After review of site, contractors are responsible for any required temporary protection during the
work.
Contractor shall maintain dust protection between work area and occupied space.
Any overtime required to complete project MUST be brought to Owner’s attention prior to
submission of bid.

13. Coordinate the use of motorized lifts with Owner. Contractor shall protect turf, concrete walks
and pavement as required. Damaged turf, concrete walks and pavement shall be repaired by the
contractor at no cost to the Owner.
14. This is an occupied building. Doors to facilities must be kept locked at all times; any propped
doors will be closed by Wesleyan University facility operations staff or public safety, no
complaints or exceptions. If doors are to be propped the door shall be watched by a
representative of this contractor.
1.5 SPECIFIC PROJECT REQUIREMENTS
1. The maximum weight limit on the Otis elevator floor is 3000 pounds.
2. Scaffolding, workers and related equipment must be distributed evenly across the floor.
Contractor shall submit mobilization plan identifying weight of all equipment, scaffolding,
materials and personnel.
3. Contractor shall cover and protect wood floor prior to the start of work.
4. Contractor shall cover and protect all existing equipment, light fixtures, wall mounted equipment,
cabinet/control board, ladder and telescope. Wrap entire telescope and weight system with poly.
Ensure lens covers for both ends of telescope are installed prior to wrapping. Owner must be
present when contractor is ready to cover and protect these items.
5. Contractor shall protect horizontal surface of rail system and wheels, pulley systems, cables,
cable weights, and gears prior to performing the work.
6. Contractor shall take extreme caution to protect the telescope when working in and around the
dome.
7. Contractor shall remove existing window treatments to complete the work. Reinstall upon
completion of the project. Utilize existing fasteners and brackets, or provide new as required for
reinstallation.
8. Contractor shall protect equipment in the basement space below the elevated floor prior to the
start of work.
9. Scheduling of work shall be coordinated with the owner to best accommodate the needs of the
observatory.
1.6 SCOPE OF WORK
1. This is an academic building and is occupied year round. All work and work hours shall be
coordinated with the Owner. Use of semi-transparent or solid stain shall be determined as the
work progresses.
2. Contractor shall apply paint remover paste to all curved dome wood surfaces. Contractor shall
allow paste to dwell overnight or as required to remove the paint and all previous coatings. Peel
Away paper may be required to be used to remove difficult sections or areas of paint. Contractor
shall remove softened / lifted paint using a scraper, taping knife or squeegee, taking care not to
damage or scar the wood surface. Re-apply paint remover as required to lift stubborn sections or
areas. The intent of the stripping process is to remove all paint and previous coatings as required
to create a suitable wood surface substrate to properly accept the new stain product. Contractor
shall apply stripping product in accordance with all manufacturer application requirements.
3. Upon completion of the stripping process, Contractor shall thoroughly rinse the stripped surface
with water or denatured alcohol to remove any remaining residue. Contractor must rinse the
stripped surfaces a minimum of two times.
4. Contractor shall install pre-finished bead board over the existing vertical section of bead board at
the base of the dome around the entire circumference of the dome. Pre-finished bead board
groove profile and spacing shall match existing. Pre-finished color shall match new stain color.
Submit bead board samples to Owner for approval.

5. Contractor shall notify the Owner upon completion of the stripping and rinsing process to review
and accept the dome wood substrate. Once approved, Contractor may proceed with applying the
stain product.
6. Contractor shall thoroughly prep and repair all surfaces scheduled to be painted.
A. Contractor shall apply stain to the curved dome bead board wood surface to obtain the
desired outcome.
B. Contractor shall apply one (1) coat of primer and two (2) coats of paint on all interior
concrete walls/ceiling including but not limited to all tin walled areas, horizontal surfaces
and doors. Painting of walls shall extend down to the finished floor beneath the elevator
platform.
C. Contractor shall apply one (1) coat of primer and two (2) coats of paint on the steel dome
framing structure, includes continuous wood blocking. Contractor shall repair and prime
all rust spots and shall protect all gears that operate the dome.
D. Contractor shall apply one (1) coat of primer and two (2) coats of paint on the telescope
pier. Contractor shall repair and prime all rust spots and shall protect all gears and
control cabinets.
E. Contractor shall apply one (1) coat of DTM to all metal pipe railings. Match exist black
railing color and sheen. Do not paint diamond mesh railing infill panels.
F. Contractor shall apply one (1) coat of primer and two (2) coats of paint on all walls and
the ceiling of the stairway leading to the basement floor of the observatory. Maintain
wood trim, treads, risers and door – clean with Murphy’s oil soap. Contractor shall apply
two (2) coats wood preservative on plywood door at basement level.
7. Contractor shall not paint dome iron rail track and wheels, cables, cable weights, elevator rails,
unpainted pulleys, etc.
8. Contractor shall clean existing varnished window and door trim surfaces with Murphy’s oil soap.

C. Steel Dome Framing Structure:

Color: SW6179 Artichoke or TBD; semigloss finish. Provide samples of semigloss
and satin finish and mock-up as required for final selection by Owner.
