1.0 Associated Students of Willamette University 11 October 2012 – 7pm – Eaton 209 Senate Minutes Call to Order 1.1 The meeting was called to order at 7:00pm 2.0 2.1 Roll Call Tardy: Briggs, Vermilion 3.0 Approval of the Agenda 3.1 Underdahl moves to approve the agenda; there is a second, approved. 4.0 Approval of the Minutes 4.1 Newcomb moves to approve the minutes; there is a second, approved. 5.0 Officer Reports 5.1 P Calixtro: Still working on the honor council bylaws, also working on the standards committee 5.2 VP Freeman: working on advising student leaders about this upcoming allocation. Also we will talk about adjusting the Wula allocation later. The 28th of October is the next finance meeting. 5.3 VP Gilbert: Working on building bridges alongside Matt Bateman, and Sarah Shinn. This weekend we will be compiling the essential information about TIUA. Working on our internal structure. Also looking at our office budget. 5.4 VP Chand: started the shuttle program, and also working with WEB and the CRP program. Will be publicizing the CRP program more, also met with some senators about Robert’s Rules of order. 6.0 Committee Reports 7.0 WEB/Collegian Reports 7.1 Nathan Combs: WEB has been busy getting everyone acclimated to their new positions. We have had a few very successful events. We had an open mic. We had about 150 people, it only cost about 200 dollars. Last Saturday we took some students up to the Timbers game. It went really well. Coming up Saturday we have the Family Weekend comedian show. It will be free for any student who wants to go. He isn’t super raunchy but very funny. After on Wednesday we have our Human Mario Kart it is at 4 in Jackson Plaza. For midsemester break we are doing a trip to the pumpkin patch. Also, looking at an Ice Rink coming to campus in November, there are a lot of safety concerns but we are working on it. 8.0 Old Business 8.1 CRP Discussion 9.0 8.1.1 We recently discussed CRP and if faculty should be allowed to take papers. Newcomb: Our faculty members should be allowed to take papers, it is a resource that should be allowed for all people on campus. Underdahl moves to vote, there is a second, approved. 8.2 Honor Council Update 8.2.1 Senator Howard: we will have the bylaws to vote on by next meeting. We changed one thing that said that a student who is found to have not ratted on another student would get you in trouble. We want to facilitate trust, and we don’t want to make students who don’t rat someone out not punishable. If you help them you can be punished, but if you saw it and don’t say anything, you can be. This is unless the honor council deems you guilty of something further. We also looked at the wording of investigating cases, to protect student’s privacy. We think privacy and trust for student’s privacy are very important. Most changes were with wording. Another stipulation is that if the teacher is not involved in the accusation they will be notified, we changed it so that the teacher will not know if they have no reason to know. Briggs: Moves to table this until next week, second, approved. New Business 9.1 ASWU Office Budget Updates 9.1.1 VP Chand: Less than 600 dollars were used for the Retreat, and we are requesting that the left over money be used for suggestion boxes. Newcomb Moves to approve, there is a second, approved. 9.2 Club Funding Reassessment - Wulapalooza 9.2.1 VP Freeman: during the initial allocation period, our board decided that we wanted to cut 1,500 dollars from Fall Wula to compensate for the issues we had with Wula from last semester. In this new proposal, the 1500 is still cut out, except now it is shifting from the headliner for the Spring Semester, some of that money will be shifting to the Fall Wula. I proposed this to the board over email and we decided that overall it is okay. We aren’t really adding more money, but reallocating where the money is going. We have a representative from Wula here. Underdahl: could you briefly go over last year and what happened and why exactly ASWU ended up paying three thousand dollars of your debt? Annie: In the past we have worked with the Football Team, they come and help set up and take down our stage to save us money. Last year however there was a miscommunication and the Football team didn’t show up on Sunday to help take down the stage. So Cascade sound had to come and call in extra people for labor which was an extra 1,500 dollars. Obviously we were not expecting that, and we budget our money very closely. We have learned from that and it will not happen again this year. We were able to cover some of that from our Non-ASWU fund, and we understand you not wanting to cover the full amount to make up for that. VP Freeman: in Wula’s defense for the past 15 years Wula’s budget has been great we have never had problems in years prior. In my personal opinion they deserve a little leeway. Vermilion: Wula is for a lot of students and it is many students’ favorite experiences, and punishing this club is punishing the school as well. Smyth moves to end discussion, there was a second, approved. Bourque: I know we don’t normally buy food for speakers, and I know performers are speakers, but what is the usual policy on that. Annie: that is usually part of the performer’s contract that they send us, we usually use money from Bon Apetit, which usually comes from our nonASWU account, so we don’t usually ask for money for that. Underdahl moves to end the questioning period, there is a second, approved. Underdal: at the end of last year we all voted to pay for Wulapalooza’s bill but that their funds would be lessened because of their mistakes last semester. It is my opinion that they should receive the same amount of money that they received last year. Another senator: what are we accomplishing by punishing this club? It is different leadership. We are just punishing the people who want to go to Wula. Newcomb: So if we funded them completely, would we be at risk of being in debt? Would it be a problem for us. VP Freeman: I just don’t think it would be wise to fund them completely this semester. We should just give them some for now so that they use their budget wisely. Why not? VP Freeman: There will still be around 30,000 dollars of unallocated funds that they can apply for. Newcomb: They deserve it and they have a great history with ASWU. Saul: Can see both sides, and I understand why we would dock them, but I think it is important to understand why they need this and why it is important that they get the money they deserve. This is important for the Fall too. Underdahl: I love Wula too. I would be okay with allocating this, I just think the importance of doing this would be to force them to look to other sources for funding, which could be beneficial in general. VP Freeman: This isn’t their ultimate budget. They do have partnerships with class councils and Student Activities; we are not their sole source of funding. They are working to attract a really big headliner. Will they be requesting funds again? This should be it. Kaiser: No one is saying that people do not like Wulapalooza, there is no 'we don't like Wulapalooza' side of the argument. One major issue we aren't addressing is the fact that we do not count club debt into our budgets. This is not the first time a club has gone into debt and but we should do something about that. ASWU should look into debt as a whole. Every club counts. Smyth: just to be clear the budget we are voting on is still cutting 1,500 dollars, also can I move to close the speakers list; there is a second, approved. Newcomb: we are not a bank.
