ATI Steering Committee Meeting Notes March 13, 2015 Present: G. Centeno, G. Garcia, A. Harwood, N. Hunt, T. Johnson, P. LaPolt, K. Melick, M. Mulet, M. Murray, M. Peppers, P. Quan, I. Stansberry, R. Zhu Updates and Announcements Peter Quan announced that Susan Cullen is the new ATI assistant director at CSU Northridge and she will be starting this new position the week of March 16, 2015. Peter announced that the contract with Cryptzone/HiSoftware, which merged last year, will be issued for one year and it will be reviewed after that. Peter announced that he received a survey from Melissa Repa, co-director of Services to Student with Disabilities from Sacramento State, regarding a student who is doing his dissertation research on Leadership to Support e-Quality for All: A Study of a Systemwide Accessible Technology Policy Implementation. He asked ATI Steering Committee members to take the survey by March 13, 2015. The survey information and survey link was sent as an attachment. Peter announced that CSU/CCC collaboration to merge CAM and AMX is not finalized. The merger will happen in two phases. Phase 1. (Interphases) and phase 2. (By Managers) will be discussed later. More detailed information will be discussed with the ATI working groups. Peter also sent an attachment with information on a free webinar on March 19, 2015 entitled: The Long Road from Reactive to Proactive: Developing an Accessible Strategy. CSU Captioning Executive Guidelines Gonzalo Centeno share the ATI/CSU Captioning Guidelines – Implementation Timeframe. Gonzalo will meet with the Instructional Materials, Web Accessibility and Procurement working groups to go over the guidelines but has not set deadlines. Gonzalo provided the group with copies of the letter that will be sent to faculty who have students with a disability. The form provides: Information about YouTube captioning and a warning about not relying on this feature as it is not very accurate. Information on how to check if a video or DVD has captions or subtitles. Information on how to record closed-captioned media from home. Information on discounted prices for CSU automatic Sync Technologies. It was recommended that the information on this form be shortened so that faculty does not feel overwhelmed. It was noted that Cal State L.A. does not have a dedicated person to handle captioning. CETL does not have a dedicated person to handle these kind of requests. Gonzalo recommended that the department should handle the requests. Philip LaPolt recommended that it should not be left to the department. Phil shared that IMAP would be drafting something soon and are working with Victor King as to what needs to be done immediately. They would like to have a process in place by fall 2015 quarter so that faculty will know what to do. Alex Harwood reported that he has been working with James Cuaresma and Victor King regarding captioning and refining what the requirements should be. Live closed captioning is being planned for Honor’s Convocation and events following that. Legal obligations: Per Victor King, prioritize and prepare a timeline and document everything. What is the campus plan and what we are doing to improve the plan? We don’t need to close caption everything at once but we need to have a plan with dates and we should try to make that part of our campus plan for the next year. Nancy Hunt recommended that on Fall Faculty Day information be distributed regarding accommodation and captioning. Gilbert Garcia wanted to know who pays for requests for accommodations. The department does not have money allocated for this and it can be expensive. Working Group Updates: Web Alex Hardwood reported that he had attended the Cal State University Northridge conference. He will make a presentation at the next meeting. The next Web meeting will be ATI Training. Gonzalo will be invited to next month’s web meeting. Faculty from CCOE has suggested that students and other faculty are interested in helping and participating with the web committee and that is being explored. Procurement Tom Johnson reported that since many departments buy videos through Amazon, it is difficult for Procurement to stop faculty from purchasing videos without captions. Mariel Mulet recommended that maybe a check mark on the procurement form to ensure that departments know that they will be liable for complying with close captioning regulations. Language should be developed to ensure that videos being purchased comply with close captioning. A question was raised as to who will be responsible for enforcing these requirements. Procurement reviews credit card purchases months after they are bought. Tom Johnson can send a “nastygram” and warn that credit card purchasing privileges will be suspended if they do not comply with rules. Tom is working on procedures and new forms. Tom would like to add a faculty member to the procurement working group. Instructional Materials IMAP met on Feb 25, 2015 to review the Task Dashboard and Assigned Responsibility. Modify AA procedure for monitoring textbook orders (dean notification of summary): Phil. Document process by which CETL promotes posting of IM on Moodle: CETL will review and make recommendation. Provide OSD staff access to Moodle sandbox, for IM access: done. Develop EEAAP for how to ensure equal access to IM in Moodle: Gonzalo will consult w/ Philip White on this. Develop plan to track course revisions and review for accessibility support: Phil and Gonzalo. Formal Awareness Campaign: Involve Provost, Academic Senate, CETL and Housing. ITCs need to be more involved.
