DEFINITION
Program Review and Planning is the means by which faculty, staff, and/or administrators complete a self-evaluation of an academic discipline, program, or service.
The self-evaluation includes an analysis of both quantitative and qualitative data on how the academic discipline, program, or service is supporting the mission and
strategic planning of Palomar College in meeting the educational and career interests of students. Through the review of and reflection on key program elements,
such as program data and student learning outcomes, Program Review and Planning defines the curriculum changes, staffing levels, activities, and/or strategies
necessary to continue to improve the academic discipline, program, or service in support of student success. The Program Review and Planning process also
ensures short-term and long-term planning and identification of the resources necessary to implement identified goals and priorities.
Purpose of Program Review and Planning:
Program Review and Planning for Years 2 and 3 provides a "check-in" on the Year 1 Comprehensive PRP. The PRP documents the vision and planning for a
program or discipline. It also provides information for the development of the College's Strategic Plan goals and annual objectives, documents overarching
themes/issues occurring across academic programs and instruction, identifies the needs for resource allocations, and identifies department needs for developing
the annual Staffing Plan update.

STEP I. Evaluation of Program & SAO Data. In this section, examine and analyze your SAO results and how they may
impact or influence your unit's plans for the current year.

Over the summer, the Escondido Center completed it's AN lectern project.
We added 25 new lecterns. Every classroom now has district standard audio visual equipment. Each instructor now has
the capability to instruct using a variety of software and hardware programs.
During the summer/fall semesters the Escondido Center Administration staff trained faculty on how to operate the AV
lecterns. During the next academic year, we plan to assess facility management as it relates to instruction. We have
numerous classrooms that are empty. In consultation with Facilities and the VPI, we plan to evaluate the needs of
academic programs at the Escondido Center. We will evaluate the usage of the upholstery classroom and the art room.
We also plan to evaluate the AV needs inside our computer classrooms.

This August, a workgroup was created to address the declining enrollments at the Escondido Center. Over the past
year we have noticed enrollments slipping towards the 1000 FTE level. The workgroup is looking at strategies that will let
students complete CSU Breadth Requirements, offer classes that do not compete with these requirements, and increases
the FTE's at our center. A plan is forthcoming and should be implemented by fall 2016. Over the next year we plan to
assess the enrollment management plan. The points of interest to us will be increased enrollments and if the matriculation
matrix we created is resulting in higher enrollments. We also plan to work with our counselors to market the matriculation
plan. Students will be able to complete degree requirements without competing classes.

During the summer of 2015 we had two major facility upgrades. We replaced our entire HVAC system. The new
systems allow our Facilities Department to control our systems via an automated system. The old system was a source of
problems. They continually were breaking down.
We also put in a new roof at the center. New roofing was put in on the main building and 800 annex. During the spring
2016 semester we will work with Facilities to address any lingering facility issues. Our concern will focus on safety and
access for students and staff.

The Escondido Center enrollments have decreased over the past year. Are FTE's decreased from fall 2014 to fall
2015 by 60 FTE's.
To combat the decrease in enrollments, we have setup an enrollment management working group. Our goal is to increase
the efficiency of class offerings, create a pattern that meets the needs of CSU transfer requirements, and create a template
that can be replicated at the Rancho Bernardo Center.
It is our hope that the new class offering template will increase our FTE's and serve as a matriculation plan to our
students. We are also looking at ways to market and outreach to our local communities. The center has always used
social media and outreach within our center. We are now looking at alternative methods to outreach. We plan to offer

YEAR TWO UPDATE- 2015-16
·One of our goals was to have a district standard AV lectern in every classroom. We accomplished this goal in June 2015.
This has had a positive impact on student learning. Instructors are now able to use a variety of AV options. It has also cut
down on malfunctions that we previously had with obsolete equipment.
In 2014 we began the creation of the Escondido Emergency Operations Plan. The Plan is nearly complete. We did
a table top exercise in February. We also are working with the Escondido Police Department to provide scenario training.
The training includes active shooter, hostage situations, and narcotics detection. Once the plan is finalized we will work
with Campus Police to construct other operational situations.
Over the past three years we have modernized our classrooms. We had a plan to remove all obsolete student desks and
chairs. The project is nearly complete. We are currently working on a large lecture room in ESC 700. The room will
become our largest lecture room. The Escondido Center has lacked a large lecture hall and we feel confident this will
provide students/faculty with a better learning environment. We will also continue to monitor the upholstery room for future
use. A CTEE program may suffice for that room.

ESC 700 was previously an Art room. We removed all furniture and
equipment in June of 2015.The reason was that the Police
Academy was scheduled to move in to that room.That has since
changed.The room has been empty and classes have not been
scheduled.
We would like to convert that room to a lecture hall. The capacity
would be 50.
It will accommodate science, math,and child development classes.
