1 ASG Regular Meeting Minutes February 10, 2016 ASSOCIATED STUDENT GOVERNMENT REGULAR MEETING MINUTES 1. CALL TO ORDER a. Meeting called to order at 1:02 pm b. Roll Call i. ORAL COMMUNICATIONS a. None 3. APPROVAL OF MINUTES a. Regular ASG Meeting Wednesday February 3rd, 2016 Motion: To approve Minutes from ASG Meeting Wednesday February 3rd, 2016 with corrections. (Prefontaine/Hopp/C/U) ASG Regular Meeting Minutes 2 February 10, 2016 4. UNFINISHED BUSINESS a. Updating of ASG Electronic Media: Will be continuously worked on to ensure that information presented is accurate and current. It is important to update information on new Senators. President Spence, share that during the retreat members are to share information about themselves. b. Campus statistics and opinions: President Spence explains that Senator Baugh is in charge of this, it is a continuous item, in order to check what has been done on such topic. Will be worked in the coming meeting, for Senator Baugh is not present at the time. c. ASG 2016-2017 Budget: Senator Gutierrez explains that he has done a post budget in which he has considered the possible event of losing income due to the low numbers from Student activity Cards. Temporary point of privilege Delegate Nagtalon, 1:17 p.m. Advisor Titus explains that for Di groups, Student activity Cards are free, but many of them are not requested. Budget calculations will be available during September or October, when they close the physical year. Post budget to be discussed during the coming week. Senator Baugh and Delegate Nagtalon join the meeting at 1:21 p.m. d. Assignment/Reassignment of ASG Committees Senator Caldwell updates information and shares file through Google Drive. e. SSCCC Region X Meeting at Palomar College (May 13, 2-5 p.m.) To establish specific location. This topic will be further on discussed. 5. NEW BUSINESS a. Student Union Request – April20 10am – 1 pm. Spring College Fair (potential rainy day use). Request from the Transfer Center Request of the Student Union, just in case of rain. This day there will be 45 colleges on Campus. Event considering setup time and cleaning goes from 8:30 to 3:00 p.m. Motion: To approve the exclusive use of the Student union cafeteria on April 20 from 10am – 1 pm, for the Spring College Fair, in case of rain to the Palomar College Foundation. (Baugh/Gutierrez/C/U) ASG Regular Meeting Minutes 3 February 10, 2016 b. Possible election year event It is important to get people involved in the election process. Ideas on how to do are considered collectively. Senator Baugh, it is important to raise awareness on what each candidate stands for. Advisor Titus, explains that the ASG cannot promote a party or a specific candidate. Awareness would be more as to motivate people to vote, to know the process, the importance of being an active citizen. Senator Hinch, their duty is to motivate people to get out and vote, and not present candidates. Senator Caldwell, share information about the voting process, the history of the parties. Information regardless of any particular name. Not to have any type of bias. President Spence, share information as well about the job of the president, history and voting process itself. Senator Baugh, it is important to focus on local election too, when it is time for them to take place. Senator Hopp, inform about the general aspects. Advisor Kretchman, there are some free resources available about voting, some are found online, others may be requested. Consider the possibility of having a chair person to lead this process. President Spence, consider as well having a budget item for 20152016 on such matter. Delegate Aguilar joins the meeting at 1:44 p.m. Advisor Titus, states how important it is to be careful with information given. It should be general information about the process itself. President Spence appoints Senator Velasquez as Chair of this possible event. 6. BOARD APPOINTMENTS AND NOMINATIONS a. Interview For Senate Position i. Cesar Mayorga –He is an athlete. His schedule allow him to attend ASG meetings. Heard of the ASG through Senator Velasquez. It is his second semester. His major is political Science. Motion: To approve Cesar Mayorga as an ASG Senator. (Gutierrez/Caldwell/C/U) President Spence takes the oath to Cesar Mayorga as an ASG Senator. ASG Regular Meeting Minutes 4 February 10, 2016 ii. Laura Wildschut –She is an International student from Germany. Her schedule allows her to attend ASG meetings. Heard of the ASG through Senator Hinch. She has one more semester at Palomar College before transferring to San Marcos. Her major is Kinesiology. Has been involved with the ICC PISC Club as President. Wants to be a part of the ASG to get more knowledge about how it works. Motion: To approve Laura Wildschut as an ASG Senator. (Baugh/Hopp/C/U) President Spence takes the oath to Laura Wildschut as an ASG Senator. b. Interview for Delegate Position i. Eric Noriega – Has been four years around the ASG. He is aware of what they do. Wants to be much more involved. Senator Caldwell, states that he met with him previously. He is very motivated and interested in being an ASG member. Senator Baugh, met him at the Greet and Meet. He was asking questions about the duties of an ASG Delegate. He knows what he is doing and has the motivation to do so. He has done a lot of art, mini posters for the ASG. Motion: To approve Eric Noriega as an ASG Delegate. (Baugh/Caldwell/C/U) President Spence takes the oath to Eric Noriega as an ASG Delegate. c. Shared Governance Councils and Committees i. Assignment/Reassignment of Shared Governance Committees Senator Caldwell asks for new senators to get together with him in order to enroll in the committees as required. Senator Baugh explains that the Students Equity is requesting two representatives. 7. VACANCIES/RESIGNATIONS a. Senate: We currently have three (3) Senate seats available. b. Delegates: We currently have four (4) positions for delegates. ASG Regular Meeting Minutes 5 February 10, 2016 Advisor Titus, remind that the role is to fill in the seats and train them for the coming semester. 8. ABSENCES AND DISCIPLINARY ACTION a. Senator Osterlund will be reached for it is her fourth consecutive meeting absent. She was sent an email, but there has not been any reply. Advisor Titus recommends having a written history in order to have no inconvenient. President Spence explains that the same procedure as with Senator Nelson is being followed. b. Lazzaric Caldwell – Absence on 01/27/15 President Spence explains that he sent an email explaining his absence. Motion: To move to excuse Lazzaric Caldwell for his absence on 01/27/2015. (Prefontaine/Baugh/C/U) 9. OFFICIAL REPORTS a. Executive Reports- Four (4) Minutes Each i. President Spence Attended Government Board Meeting, on 02/09. There was a general concern about president search, determining the membership composition of who is going to help during such search. They are impressed with the ASG membership, the number of people. A topic on Veterans being deported was presented. It involved those who were not born in the US but served for the US forces. They suggested a report to the community each semester about what and how is the ASG doing. ii. Vice President Prefontaine Met with Advisor Kretchman and President Spence to talk about the retreat. It is to take place on February 19th, it is mandatory. Will be in the SU 204.Senator Hopp has already informed a time issue, so he is requested to send an email with his schedule. President Spence explains as well that ion May 1st there is a Community College students’ event. Last one was in Sacramento. Lazzaric CaldwellSome of the shared governments and ASG committees’ information was wrong, either in the contacts, dates or time. Many have already sent correct information. He has been at the Club Hub sharing with the Club members. It has been a really good opportunity in order to know more from them. About the topic of Veterans being deported, you do not need to be an American Citizen in order to serve, however serving does not give citizenship. ii. Armando ContrerasLas committee the following aspects were considered: a. CHDV center has been finished. It is located at the East Side of Park C. President pence mentions the Facebook information about the CHDV center. b. The old baseball field will be a temporary park space c. Comet Circle road will be closing a section from summer up to fall. It will have a two way road on a part that is now a single way road. d. Bathroom access for disabled is a topic which still has to be considered further on. e. About the bicycles stolen in the parking area, school will have a space for such specific purpose. f. Recycling program. There is one right now. It has paper collection inside the buildings. There are designated bins. iii. Thomas HinchTalking about safety the City of San Marcos ranked 50 out of Campus Communities. The Super Smash Bro Tournament is an agenda item for the 24th. President Spence considers the possibility of having this tournament as part of the Fest event. This will allow them to focus much more on the food and prizes. Senator Baugh explains that there should be advertising soon. Temporary point of privilege to Senator Baugh at 2:32 p.m. The idea is to run it first on March 13 as a mean of having a test, and determining difficulties if any. Then it would take place again during the Spring Fest. iv. Zach GutierrezMissed the meeting on January 29, for it took place earlier than usual. Has to attend budget committee soon. Matthew Baugh- Aspects about attended committees Outreach – Not getting anything completed Working PPER during his Senator hours, sharing with people, making sure they get to know him. vi. Chris Hopp – Nothing to report vii. Stephanie Osterlund – Not present at the time of the report. viii. Nathanial Wilson – Not present at the time of the report. ix. Nedy Velasquez – Nothing to report x. Cesar Mayorga – Nothing to report xi. Laura Wildschut – Nothing to report c. Delegate Reports- Four (4) Minutes Each i. Michael Nagtalon- Recruitment can be done better, it is important to consider the people from Escondido and San Marcos, and how to reach to them. On this matter what can be done as ASG. ii. David Aguilar – Smoking prepolocy. It is a Pro Tobacco Free Campus. They are proposing a $100 fine. The notion of having a person expelled after 3rd time of smoking was not accepted by President Gonzalez. Shares with Senator Caldwell the importance of getting in touch with Clubs on Campus, in order to learn from them and get ideas. iii. Eric Noriega – Attended the Meet and Greet event. Had the chance to learn and share. Permanent point of privilege granted to Delegates Nagtalon and Aguilar at 2:44 p.m. Temporary point of privilege granted to Senator Baugh at 2:44 p.m. d. Advisor Reports- Seven (7) Minutes Each i. Lindsay Kretchmana. ASG retreat is the next Friday, it is a mandatory event. b. Election committee has Senators Gutierrez and Baugh. Everything is approved. There must be more advertisement. Applications are available. c. ICC Club Rush – Armando Contreras did an excellent work. d. Comet Leadership Series took place in LL104 on Thursday February 4. Not many people showed up. e. Student Leadership meet and greet. SU 204. Clubs had the chance to share. They really enjoyed the informal context. f. Spring Fest, there is a need to get together with Senator Hinch to begin planning and organizing. Senator Baugh joins at 2:49 p.m. ASG Regular Meeting Minutes 8 February 10, 2016 ii. Sherry Titus- reminds attendants about the following: a. Welcomes new ASG members. Reminds them that they are there to help and guide them. b. It is important to consider gender language for now there are more female members. c. Scholarship applications are still available. d. Marching-march Sacramento could be a big event. It is on March 7, details are to come. e. GA has not been posted yet. Do not sign up to go if not planning on being and ASG member next year. Motion: To extend meeting to 3:05 (Caldwell/Hinch/C/Vote: Favor 9 – Abstain 1) e. Committee Reports- Four (4) Minutes Meeting came to an end before considering such reports. i. ICC- Many Clubs were present. It was the opportunity to share ideas. Meetings want to have other informal meeting ssuch as that one. Club Rush was the chance to help out people. Officer training is to take place next week. Permanent point of privilege granted to Senator Armando Contreras at 3:00 p.m. ii. iii. iv. v. PPER- Will have their first meeting. LEAC- Focusing on DC.
