Student Autonomy- Eric Noll & Pablo Nieves Valenzuela
We want to be able to control the student activity fees so that the money actually goes to our students.
OCCSA (Oregon Community Colleges Student Association) wants to propose a piece of legislation that
would give students more control over the SAF and the fees that are required of students by the colleges.
One of the issues that this bill brings up is student autonomy as the bill would include a mandate requiring
elected official positions for your student government. We think that to govern the SAF, the students who
exercise control should be selected by their student body through an elections process.
Axkana: For the Rock Creek Campus would that position be the Director of Campus Affairs?
Pablo: We don’t know that yet, we are trying to figure it out.
Ariana: What can we expect as far as student voter turnout?
Eric: It is the responsibility of the student body to make their election process a success, however typically
these elections have low voter turnouts. But just because there is a low voter turnout, it does not mean that
we should not have elections.
Yolli: How do colleges add incidental fees to their students?
Eric: It depends on the college, but it typically goes through a check and balances process.
Chris S: How will the elections fluctuate?
Eric: Most likely it would be every year, but I cannot make a process for you. It is up to the members of this
campus to create a system of checks and balances.
Also the purpose of this (OCCSA) bill is (for students) to be able to establish (their own) incidental fees. The
bill will state that students will be in charge of this (incidental fee) money.
Susan: Is the drafting (of the bill) taking place now?
Eric: We haven’t begun drafting anything yet.
Pablo: What do we like about our structure?
Chris M: I think it would help if you created a snapshot of the causes/effects that the bill will create.
Eric: I promise you that we will not move forward if this affects the college (PCC) adversely. Also if the bill
came into effect, it would not affect the campus until 2014.
Susan: I think it would be nice if we could have some more time. In the meanwhile I think we could have
students send random surveys to other students on campus.
Mandy: We have surveys that this body completed two years ago; I can send the results out. Also if we
have a week and a half to get this bill drafted how are we (the students) supposed to get our voices/needs
represented as this (the last Student Congress’) last meeting until January?
Yesenia: How can our priorities be met?
Pablo: That’s my job
Yesenia: To me, I don’t have enough information to make a decision.
Eric: I promise you PCC’s priorities are represented. Ideally I would like to have the support of all the
students but unfortunately we don’t have the time.
Yesenia: It seems hard that you will keep our priorities and those of the other colleges.
Chris M: It’s like writing you a blank check.
Pablo: Let me say that if you don’t like the version we draft we can drop our (PCC Rock Creek’s) support.
Jonathan: We are running out of time. Is there any suggestions?
Pablo: I suggest to allow the drafting of this bill keeping in mind PCC’s interests and that we will keep in
mind the information (survey results) that were created by ASPCC in 2010.

We have come to you before to talk about the New Bridge (PCC Online Newspaper) and we want to get
your input in how we can fund the student newspaper. We have an online survey out and we want to get
the students opinion of raising the student activity fee (SAF) by 10 cents, this survey is important so that we
at the District Student Council (DSC) can get an overall feel to what the students want. So our question is do
you (the students) support a new activity fee to fund this newspaper?
Pablo: We want (the New Bridge) to be autonomous of ASPCC and the DSC, therefore it cannot be under
the student government.
Chris S: Will they be affected by the budget crunch?
Axkana: The reason we want the SAF increase is so that it can be autonomous (independent funding), but
it’s possible.
Nathanial: How much does the 10 cent increase (in the SAF) total?
Pablo: How much money do we project to collect (with the SAF increase)?
Nathanial: Yes
Pablo: About $80,000
Jonathan: We are running out of time, I need you (Axkana & Pablo) to finish.
Axkana: We want your opinion so fill out those surveys.
