During her 27-year tenure as a World Bank staff member [1971-1998], Ms. Maughan task managed several
projects in the Middle East with specific responsibility for monitoring & evaluation; supervising and ensuring
the effective and efficient implementation progress of ongoing projects. She has considerable experience in
working with client governments to ensure that their project implementation units are suitably equipped, staffed
and trained for the job. She has coached and mentored client staff to facilitate fully acceptable procurement and
financial management of ongoing operations as well as the achievement of project developmental objectives.

 Project Coordinator for the Inter American Development Bank (IDB)-financed Regional Disaster Risk Management
(DRM) for Sustainable Tourism in the Caribbean Project executed by the Caribbean Disaster Emergency Management
Agency (CDEMA).
 Liaised and collaborated closely with the CARICOM Regional Organization for Standards and Quality (CROSQ) on
the development of a Regional DRM Standard for the Tourism Sector.
 Developed a grant proposal for a Regional Monitoring and Evaluation Framework for DRM of the Caribbean Tourism
Sector, which was approved for funding under the IDB’s Regional Public Goods program.
 Represented CDEMA at the CTO’s Sustainable Tourism Conference and at the Special Technical Committee meetings
in the Cayman Islands (2007); the Turks & Caicos Islands (2008) and the Bahamas (2009).
 Participated in the October 2009 CTO’s Board Meeting (St. Lucia) to facilitate the endorsement of the Regional DRM
Strategy and Action Plan for the Tourism Sector by the CTO member countries.
 Worked in partnership with the Association of Caribbean States, the UN-Economic Commission for Latin America
and the Caribbean (ECLAC), the University of the West Indies (UWI), the United Nations
Development Program (UNDP), the Seismic Research Centre, and the Caribbean Institute for Meteorology and
Hydrology (CIMH) on DRM for the Tourism Sector.
 Participated in the development of a Tourism Sector Baseline Study for DRM in Jamaica and the Turks & Caicos
Islands.
 Convened and presented at regional workshops which reviewed and commented on the Regional DRM Strategy and
Action Plan for the Tourism Sector in the Caribbean, and also a Guiding Tool for Adaptation of the Regional Strategy
at the National Level.
 Fostered close linkages and working relationships between national tourism organizations and national disaster
organizations in the Caribbean.
