Notice of Potential Delays to NIH Issuing Awards in May 2015
From May 19, 2015 until June 3, 2015, a series of software upgrades will be made
to NIH accounting and business systems that have wide-reaching impacts across
the NIH, including the ability to issue competing and non-competing awards.
Reporting Publications in the Research Performance Progress Report (RPPR)
Current RPPR instructions direct awardees to report only those publications that
have been accepted for publication during the reporting period. However, NIH
can only systematically link publications to awards if those papers were reported
to us electronically using RPPR or eSNAP. Maintaining appropriate linkages
between publications and awards enables electronic systems, such as My
Bibliography, to automatically populate biosketches and reporting systems, such
as RePORTER, to identify results of NIH supported research.

1) Academic Collaboration for Cybersecurity of Energy Delivery Systems
Research and Development for the Energy Sector DE-FOA-0001252
The Department of Energy National Energy Technology Laboratory, on behalf of
the Office of Electricity Delivery and Energy Reliability, is seeking applications to
enable an academic collaboration with expertise in power system engineering and
cyber security computer science to innovate and transition cyber security
capabilities to the energy sector to reduce the risk of power disruption resulting
from a cyber-incident.

2) Critical Techniques and Technologies for Advancing Foundations and
Applications of Big Data Science & Engineering (BIGDATA) NSF 15-544
The BIGDATA program seeks novel approaches in computer science, statistics,
computational science, and mathematics, along with innovative applications in
domain science, including social and behavioral sciences, geosciences, education,
biology, the physical sciences, and engineering that lead towards the further
development of the interdisciplinary field of data science. The solicitation invites
two types of proposals: "Foundations" (F): those developing or studying
fundamental theories, techniques, methodologies, technologies of broad
applicability to Big Data problems; and "Innovative Applications" (IA): those
developing techniques, methodologies and technologies of key importance to a
Big Data problem directly impacting at least one specific application.

3) Maximizing Investigators' Research Award (R35) RFA-GM-16-002
The Maximizing Investigators' Research Award (MIRA) is a grant to provide
support for all of the research in an investigator's laboratory that falls within the
mission of NIGMS. The goal of MIRA is to increase the efficiency and efficacy of
NIGMS funding. It is anticipated that the new program will: Increase the stability
of funding for NIGMS-supported investigators, which could enhance their ability
to take on ambitious scientific projects and approach problems more creatively.
Increase flexibility for investigators to follow important new research directions as
opportunities arise, rather than being bound to specific aims proposed in advance
of the studies. More widely distribute funding among the nation’s highly talented
and promising investigators to increase overall scientific productivity and the
chances for important breakthroughs. Reduce the time spent by researchers
writing and reviewing grant applications, allowing them to spend more time
conducting research. Enable principal investigators to devote more time and
energy to mentoring junior scientists in a more stable research environment. The
purpose of this FOA is to test the feasibility of this grant mechanism through a
pilot program with restricted eligibility.

4) Building Resource Adaptive Software Systems (BRASS) DARPA-BAA-15-36
DARPA is soliciting innovative research proposals in the areas of formal methods,
program analysis, compiler design, and runtime and virtual machine
implementation to realize tools for the construction of long-lived, survivable, and
scalable adaptive software systems. The goal of the BRASS program is to realize
foundational advances in the design and implementation of survivable, long-lived
complex software systems that are robust to changes in the resources (logical or
physical) provided by their operational environment.

5) SECURING WATER FOR FOOD (SWFF) SOL-OAA-15-000049
Through Grand Challenges for Development (GCD), the United States Agency for
International Development (USAID) and its partners are sourcing, selecting, and
accelerating science, technology, and business model innovations that have the
potential to achieve large-scale development impact. Securing Water for Food: A
Grand Challenge for Development (SWFF) is part of a portfolio of 6 GCDs, each
tackling a critical and complex development challenge. SWFF’s objective is to
enable the production of more food with less water and/or make more water
available for food production, processing, and distribution in developing and
emerging countries.

6) Intelligent Monitoring Systems and Advanced Well Integrity and
Mitigation DE-FOA-0001240
The purpose of this FOA is to competitively solicit and award R&D projects that
will meet the following Objectives: (1) advancing Intelligent Monitoring Systems
(IMS) for monitoring, controlling, and optimizing CO2 injection operations. The
implementation of a CCS-specific IMS should result in more efficient use of pore
space, but also reduce the potential risk and provide mitigation options in realtime for Carbon Storage. And (2) advance diagnostic tools and methods capable
of characterizing borehole leakage pathways or fluid flow in existing wells, and
advance next-generation materials and methods for mitigating wellbore leakage.

7) National Strategy for Trusted Identities in Cyberspace (NSTIC) Privacy
Pilots Cooperative Agreement 2015-NIST-NSTIC-02
NIST is soliciting applications from eligible applicants to pilot privacy-enhancing
technologies that embrace and advance the NSTIC vision and contribute to the
maturity of the identity ecosystem the NSTIC envisions: Promote secure, userfriendly ways to give individuals and organizations confidence in their online
interactions. Specifically, the Federal government seeks to initiate and support
pilots that address the needs of individuals, private sector organizations, and all
levels of government in accordance with the NSTIC guiding principles that identity
solutions will be (1) privacy-enhancing and voluntary, (2) secure and resilient, (3)
interoperable, and (4) cost-effective and easy-to-use. NIST will fund projects that
are intended to demonstrate or deploy new solutions that either do not exist or
are not widely adopted in the marketplace today.

8) U.S. Wind Manufacturing: Larger Blades to Access Greater Wind
Resources and Lower Costs DE-FOA-0001214
This FOA supports Research and Development (R&D) partnerships leading to
innovative designs and processes for the manufacturing and assembly of wind
turbine blades in order to facilitate deployment of the next generation of multimegawatt wind turbines. Supported projects will develop cost-competitive
integrated solutions that address the challenges of fabricating, transporting
overland, and assembling rotor blades longer than 60m, with design concepts
scalable to greater lengths, and installing them at wind turbine hub heights of at
least 120m.

9) ROSES 2015: K2 Guest Observer - Cycle 3 NNH15ZDA001N-K2GO3
This ROSES NRA (NNH15ZDA001N) solicits basic and applied research in support
of NASA’s Science Mission Directorate (SMD). This NRA covers all aspects of basic
and applied supporting research and technology in space and Earth sciences,
including, but not limited to: theory, modeling, and analysis of SMD science data;
aircraft, scientific balloon, sounding rocket, International Space Station, CubeSat
and suborbital reusable launch vehicle investigations; development of experiment
techniques suitable for future SMD space missions; development of concepts for
future SMD space missions; development of advanced technologies relevant to
SMD missions; development of techniques for and the laboratory analysis of both
extraterrestrial samples returned by spacecraft, as well as terrestrial samples that
support or otherwise help verify observations from SMD Earth system science
missions; determination of atomic and composition parameters needed to
analyze space data, as well as returned samples from the Earth or space; Earth
surface observations and field campaigns that support SMD science missions;
development of integrated Earth system models; development of systems for
applying Earth science research data to societal needs; and development of
applied information systems applicable to SMD objectives and data.

The goal of the Rapid Innovation Fund is to transition innovative technologies that
resolve operational challenges or save costs into acquisition programs. The DoD
seeks mature prototypes for final development, testing, evaluation, and
integration.

11) Defense Forensics and Biometrics Agency (DFBA) W911NF-13-R-0006
This Broad Agency Announcement (BAA) sets forth research areas of interest to
the Defense Forensics and Biometrics Agency (DFBA). This umbrella agency serves
as the Executive Agent for Department of Defense (DoD) forensics and biometrics
casework, research, and new capabilities development. The DFBA forensic and
biometric capabilities assist DoD in combating networks that threaten warfighters
by denying criminals and adversaries anonymity.

12) Core Fulbright U.S. Scholar Program 2016-2017
The core Fulbright U.S. Scholar Program provides approximately 800 teaching
and/or research grants to U.S. faculty and experienced professionals in a wide
variety of academic and professional fields. Grants are available in over 125
countries worldwide.
