Minutes of the College Council Meeting of December 20, 2004
Present: Dr. Fallo, Ms. Caldwell, Dr. Caldwell, Mr. Hanson, Mr. Gomez, Ms. Pickens, Ms. Smith, Dr.
Schwartz, Dr. Simon, and Ms. Stewart.
1. Poll on Report of the Workgroup on Community College Finance. As of Friday, December 17th all
72 CEO’s responded. 52 voted to accept the recommendations included in the September 2004
Report of the Workgroup on Community College Finance and support their presentation to the
Chancellor and the Board of Governors for deliberation and appropriate action. 20 voted to not
accept the recommendations. President Fallo voted no and will appear before the Board of
Governors. El Camino College will become the lowest credit per FTES District in the State when
implemented. This will not affect our hiring. President Fallo does not feel that this vote will affect
this year’s budget or next year’s allocation. The primary impact would be on funding outside
COLA and Growth. We would also not receive as much equalization money as in previous years
and other districts would be getting much more.
2. Policy 5060-Concurrent Enrollment of K-12 Students. ECCFT representative does not agree with
charging K-12 student fees.
3. Board Agenda
a. Time. A request will be made to change the time of the Board meetings to 4:30 p.m.
b. Minutes. A request will be made to change from action minutes to include more detail and
public comments.
c. Measure E section. It was reported that no new work is being completed on the Manhattan
Beach Blvd. Parking Structure. Costs incurred for this project are mainly for consultants.
4. College Council Operation/Structure. Committee composition will remain the same for now.
There is some concern about representation from the Calendar and Academic Technology
Committees. At the present Dr. Caldwell sits on the Calendar Committee but there is no
representation from Academic Technology. It was suggested that at the beginning of each year we
review committee structure to determine who is doing double duty and if a committee is not
represented who will volunteer to bring committee information to College Council. There is still
some concern about the fact that many people don’t know that College Council exists and/or what
it does. We could make an effort to put a College Council report in the President’s Newsletter.
It was decided to do Team reports once a month. Campus wide issues are important and it is
important to be able to bring those up freely as they occur. If another committee has an issue or
concern they would like to bring to College Council they should be free to do so. We will have
one further discussion on these issues at the beginning of the year.
5. Humanities Complex. The architects brought a revised option to the Facilities Steering Committee
on December 13th. Bobbi Villalobos shared the new drawings with the building committee on
December 16th. It was decided to modify that design by extending the width of the interior
corridors to 12 feet.
6. Parking Structure and Athletics Complex. This project will be the next to go to the Board.
7. Hiring Committee Membership Review. Concern was expressed about President Fallo reviewing
the composition of these committees. The purpose of the review is to ensure fairness in hiring.
8. College Council meeting. The next meeting will be Tuesday, January 18th at 1:00 p.m.
