ITS Security Issues: There is concern about making the server rooms more secure. There is a fire wall around the telephone room, and it was thought that the area around the server rooms should be fire corridor. Bob will investigate. Tentative Budget: Copies of the 2004-05 Tentative Budget were shared with the group. It has already been shared with the PBC, and it has already been sent to the printer. Noted: The President’s letter to the Board stresses that there is still much uncertainty regarding the State budget. More should be known when the May Revise is released later this month. The hiring freeze has put ECC in a relatively good position so far. One major change is that the cafeteria fund report has been eliminated because it is now under the Bookstore. A list of assumptions related primarily to the general fund unrestricted has been provided. ECC’s assumptions are as of May 3. ECC’s conservative estimate of COLA is 1.84%. Also, it has always been ECC’s practice to not recognize growth until it happens. A deficit is not built into the 2004-05 projections. The student fee rate is still unknown; consequently, no increase was shown in the Tentative Budget. Salary increases from January 1, 2004, are shown. Since the real numbers are still unknown, a 6% increase was used for items like staff benefits, PERS, medical, dental, workers’ comp, etc. Salary for the eleven approved new faculty hires is included. $600,000 has been transferred to capital outlay from the unrestricted budget. The police building has been paid off. Property and Liability Self-Insurance Fund estimates are based on current year projections. There is more income in the Bookstore accounts due to the convenience stores and delis. Hiring Freeze The president has indicated some willingness (depending on the May Revise) to consider unfreezing some more positions; therefore, the March 29 memo needs to be reprioritized to identify any changes that have occurred since then. Those positions currently approved would not change. Questions raised: What happens to positions not approved for filling? Do they become “tombstone” positions in the back of the budget book? Were vacancies to be dealt with in Q-builder? There was confusion and disagreement as to what was to be included in Q-builder. If the college wants ITS support 24/7, it will need to provide staffing support for that kind of an operation. An in house phone switch (with the necessary staffing) needs to be considered. With all the SBC price increases, ECC could save 40% on the in house setup. Managers are to give Vic updated information on their most urgent staffing needs. Committee Reports/Division Issues Satish Warrier Due to the positive feedback he received on his E-mail regarding scheduled system down time, he will continue to issue these E-mails. It was suggested that he should also send explanations of unscheduled down time. A review of the ECC phone bill has uncovered an unauthorized monthly charge of $264, which has been taken out of the ECC phone fund for quite a while. Janet said that Accounts Payable needs to be contacted to stop payment on this item and pursue getting the money back. He will be on vacation all of June. Mike D’Amico: Although Jim Schwartz is considering the proposed use of ECC’s Stadium for a major 6-week movie production (Monday through Friday from midSeptember to October) for financial reasons, Mike can’t support. A production this size for this length of time at the beginning of the fall semester will cause severe problems with campus access, parking, security, etc. for ECC students, faculty and staff. Donna Manno The Faculty and Staff Appreciation Day Reception will be held on May 27 at 1 p.m. in the East Dining Room. Arthur Verge is the winner of the Distinguished Faculty Award, and Easter White is the winner of the Distinguished Staff Award. OMNI training will begin this week, and the CPR training was very well received. Marcy Wade There is a Liebert Cassidy workshop today on discrimination issues. The approved faculty recruitments are proceeding and they are preparing for the classified searches. Muriel is on jury duty. Alex Kelley He will be putting out an announcement regarding the college phone bill. Managers need to review their phone bills carefully and evaluate the necessity of all phones. Every phone that can be eliminated will save the college money. Use the online requisition form for phone changes. Bob Gann He was in Sacramento last Tuesday investigating the possibility of getting capital construction dollars to supplement the bond program. The news was not good; all funding from Prop 55 is already allocated. All ECC will get is the amount promised for the LRC. In Sacramento, it was suggested that he change some components of the capital construction plan (like separating the Student Services Center from other projects), which might make it more feasible to get State support. Due to rumors circulating about possible electrical shortages this summer, he feels it is important for those involved to get together to review the outage plans. Regarding Phase 1 of the Natural Science project, they haven’t been able to activate the fire alarm system yet, and there is a problem with balancing the air flow system. Pam Fees The retirement lunch is a week from tomorrow at the Daily Grill. She brought back a number of handouts from the recent CASBO conference, and she will make copies of anything anyone is interest in. Gay is out of ICU, and her anticipated recovery time is 90 days. Vic, Pam and Jim Schwartz did the 320 Report in her absence. Rocky Bonura The work shirt program under way. July 1 is the first day Facilities staff will wear them. There is a photo ID meeting tomorrow. The AED program should get started in about a month. Indoor air quality studies are being done in the Music Library. David Miller: The air balancing in the Natural Science Complex should be completed in the next week or two. They are working intensively on moving Chemistry out and Physics into the modular buildings to get ready for summer school. ECC will do the haz mat abatement. Janet Clarke: There are issues with how procedures in the travel manual are being handled. The college may need to require receipts for everything.
