Division Council Meeting
April 16, 2009
Present: Mike Trevis, Erika Solorzano, Dal Toruno, Arlene Bautista, Jan Caldwell,
Jonathan Ott, Michael Martinez, Ruben Lopez
The meeting began at 9:04 am.
The minutes of the March 19, 2009 were approved with the following correction:
Josh Armstrong – Officers should not do a self-initiated assist or put themselves out
on any RCC call via the MDC. This is at the request of RCC as well as the member
cities. South Bay Regional Communication’s policy is that they will not put an officer on
another city’s call unless that city makes an official aid request. Officers should go
through our Dispatch Center when assisting on a member city call so that it may be
coordinated via the two centers.
Old/Pending Business
Baseball Caps – Erika brought a sample of the Torrance Police Department baseball
cap. The lettering will be the same as Torrance’s except in silver and black. Two types
will be available, flex fit for the male officers and Velcro backing for female officers. The
caps will be available for the officers to try. They must specify their cap size on a signup sheet which will be posted. Caps will also be ordered for cadets’ use.
Police Officer Shirt
Gino Alvarino is trying out the sample shirt from Hawthorne Police Department. Per
Gino, the shirt was comfortable. Jan has not received a sample shirt from Gall’s to see
if it will fit the officers’ needs.
Safety Vest (Clarification of Directive, Status of Acknowledgment Form)
The directive that was distributed states the following: “Each vest should be stored
inside the re-sealable plastic bag. . .” The vest does not have to be placed in a plastic
bag. However, the officer should keep the vest with him/her at all times. The vests
should be maintained in serviceable condition. The following officers have not returned
a signed acknowledgment of receipt form: Gino Alvarino, Kenny Galan, Ruben Lopez,
Dean Starkey, Jonathan Ott
Sign Machine in Booking Area, Portable Radios Still Have Large Amount of Static
The sign printing machine will be relocated as soon as a new storage location is
designated.
One possible problem with static on portable radios is due to some officers purchasing a
stubby antenna and using it in place of the stock antenna that came with the radio.
Officers who have problems with radio static should give detailed information to Steve
Port or Josh Armstrong. Steve is the coordinator for the radio project, and he will
discuss the problem to the vendor.
New Business
POST Reimbursement Form, Unclaimed Uniforms (place identifiers), Citation Books
Prior to attending a training class, officers should go through their packet and verify that
a POST Training Reimbursement form is enclosed in the packet. Arlene has received
calls from officers who are at the training and state that they don’t have the form. Grace
and Arlene prepare ahead of time a conference packet for each officer which includes
the reimbursement form.
There have been occasions when uniforms have gone unclaimed or an officer cannot
locate his/her uniform after it is picked up from the cleaners. Initials or names should be
written on their shirt and trouser tags so that the uniform can be easily identified.
Citation books have been left in the kitchen or other areas of the department. The
books should not be left unattended. Officers should keep the book with them or store
them in their mailboxes.
The keys to the CSO truck have been found carelessly laid at the computer
workstations. The CSO’s should be aware of the location of the truck keys and make
every effort to keep it secured.
Round Table
Jan Caldwell – What is the status of the first aid supplies for El Camino Compton Center
Police Department? Chief Trevis will do a follow-up with Rocky Bonura.
Jonathan Ott – Yesterday’s Safety Checkpoint detail went really well. Jonathan
personally congratulated Gary for coordinating the detail. He would like to see it done at
least three times a year during semester breaks. Debriefing is scheduled for next week.
Mike Trevis – We are quickly approaching the end of the semester. Graduation is on
June 12.
Mike would like the officers and cadets to keep up the high visibility on campus. Foot
patrol overtime is still on. Staff and other people are aware of this and appreciate the
high visibility.
Mike will be meeting with VP JoAnn Higdon and Ann Garten on May 5 to discuss
campus safety issues in general and compliance with the Jeanne Clery Act. Mike
downloaded a 2005 Clery Act Handbook. Jan will also take a look at the information
she currently has on file. The problem Jan sees with complying with the Clery Act is
that there is no coordination with other areas on campus who handle different
components of this act. Counseling Services, the Office of Safety and Health and the
Public Information Office handle different components of the Clery Act. There should be
a committee or one person to coordinate all offices involved.
