Strategic purpose statement
This qualification is designed for people in the urban fire and
rescue sector who may be responsible for leading an emergency
response team or crew.
This qualification contributes to a safer New Zealand through
providing skilled emergency response personnel, who deliver risk
reduction, readiness, response, and recovery.
Graduates will be able to supervise a crew, under the broad
guidance of an Officer in Charge (or equivalent).

Graduates of this qualification will be able to:

Select equipment, and supervise its setting up and use by
the crew to complete an urban fire and rescue operations
task.

Supervise the application of urban fire fighting techniques to
safely and effectively complete a designated task at an urban
fire and rescue incident, including post-incident
management.

Plan and deliver community initiatives to aid the reduction
and minimise the consequence of fire and/or non-fire
incidents.

Supervise an emergency response team or crew and ensure
routine duties and team activities are carried out correctly.

Maintain communication with the crew, and report on
incident progress in line with the incident command structure.

Assume the role of Officer in Charge (or equivalent) when
delegated under emergency circumstances.

Education pathway
This qualification builds on the New Zealand Certificate in Fire
and Rescue Services (Urban Fire and Rescue Operations) (Level
3) [Ref: 1835].
Employment pathway
Graduates of this qualification will have the skills and knowledge
to supervise a team or crew within an urban fire and rescue
brigade.
For New Zealand Defence Force personnel this qualification
contributes to the rank of Flight Sergeant in the Air Force, and
Sergeant in the Army.

light of technology changes, workplace practices and
graduate capabilities.


Transition information
Replacement information
This qualification replaced the National Certificate in Fire and
Rescue Services (Urban Fire and Rescue Operations) (Level 4)
[Ref: 0613].
Candidates currently working towards a replaced qualification or an earlier version of this qualification
may either complete the requirements for that qualification by 31 December 2019 or transfer the existing
credits to this qualification.
The last date for entry into programmes leading to the replaced qualifications is 31 December 2017.
The last date for award of the replaced qualification is 31 December 2019, at which time it will be
discontinued.
It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.
However, anyone who feels that they have been disadvantaged may appeal to The Skills Organisation at
the address below. Appeals will be considered on a case-by-case basis.
