By-Laws –Final
Article I.
Mission Statement
The El Camino College Auxiliary Services Board (ASB) is created to raise, receive and disburse
funds to support co-curricular and extra-curricular activities. The ASB is committed to
supporting programs that enhance the El Camino College District’s ability to provide a quality
educational experience for our students.
Article II. Board Composition
A. Board membership shall consist of the following Board of Directors:
1. Regular members: Director of Student Development (Chairperson); Vice-President
for Administrative Services or designee; Associated Student Organization (ASO)
Director of Finance or designee;
2. Members appointed by the President. The College President will appoint one
representative from the following stakeholder groups: educational management,
classified management, faculty, classified staff; and representative from the Office of
the President;
3. Members appointed by Associated Student Organization. One student-at-large.
B. Alternates: Each member shall be allowed to have an alternate serve in their place if they are
unable to serve.
1. Alternates shall be designated by the member;
2. Alternates will have the full rights and responsibility of the member they are
representing.
Article III. Terms of Service
A. Each member appointed by the President shall serve a term up to three fiscal years. Terms of
service are renewable at the will of the President.

B. Terms of service for ASO representatives will be defined by the Associated Students
Organization.
C. Terms of service of members begin from the time of appointment and end on June 30.
D. Terms of service are attributable to the individual Board member.
Article IV. Meetings
A. The ASB shall generally hold a minimum of one meeting per month during the academic
year; additional meetings may be called as needed.
B. Meetings shall be open to any El Camino College stakeholder group member.
C. Quorum shall be constituted by fifty percent plus one of the seated Board members. Quorum
must exist for motions to be made and funds allocated.
D. Each member or their alternate present at a meeting will have the power of one vote.
Article V. Source of Revenue
The El Camino College Auxiliary Services Board shall receive revenue from the operations of
the College bookstore, ASB cards, investments, entertainment ticket sales, income from certain
supported programs and other sources.
Article VI. Disposition of Funds
A. A yearly budget shall be voted on prior to July 1 of each year.
B. The disposition of funds shall be made only upon the approval of the majority of the Board in
the following manner:
1. Automatic Funding to Associated Students: The Associated Students Organization
of El Camino College will receive an annual automatic allocation of the ASB income
for the operation of the El Camino College student government and support of clubs
and organizations.
2. Annual Allocations: Allocations are made yearly to divisions, departments and
programs that support co-curricular, extra-curricular activities, and student and
academic support programs. Such allocations are for on-going or annual expenditures.

3. Special Request Funding: Allocations are made on an as-needed basis for one-time,
non-repeating expenses ONLY. Funds are available to El Camino College divisions,
departments, and programs. Special request funds cannot be use to augment shortfalls in annual allocations.
C. Decisions for allocation of funds will be made on a fair, equitable and non-discriminatory
basis in accordance with the mission of the College, institutional policies and with all
applicable state and federal laws and regulations.
Article VII. Definitions
A. Co-Curricular: This term is used to designate an activity or program that directly supports
student learning in a credit or non-credit course that is offered by the College.
B. Extra-Curricular: This term is used to designate an activity or program that may not be
directly connected to a class yet enhances the educational experience of students.
Article VIII.
Finances
A. The solvency of the Auxiliary Services Fund shall be maintained.
B. The ASB will adhere to generally accepted practices of accounting, audit and business
management.
Article IX. Amendments
These by-laws may be amended by a 2/3 vote of the all members.
