Strategic purpose statement
The purpose of this qualification is to provide the health sector
with enrolled nurses who provide nursing care under the direction
and delegation of a registered nurse or other registered health
practitioner in a range of settings including acute care,
rehabilitation, and mental health in the community and/or in
hospitals.
This qualification is designed for school leavers with NCEA
Level 2 qualification, and people already employed, or wishing to
be employed, in the health sector.
This qualification meets the Nursing Council of New Zealand
requirements for application for registration in the enrolled nurse
scope of practice.

Education pathway
identify and advocate for the needs of the health consumer

This qualification builds on the National Certificate in Education
Achievement (NCEA) Level 2 [Ref: 0973], or the New Zealand
Certificate in Health and Wellbeing (Level 3) with strands in
Health Assistance, Newborn Hearing Screening, Orderly
Services, Support Work, Vision Hearing Screening, and Whānau,
Kin and Foster Care [Ref: 2470].
This qualification may lead to further study in a higher level
qualification such as a Bachelor of Nursing degree, or any other
allied health degree.
Employment pathway
Graduates of this qualification are eligible to apply to Nursing
Council of New Zealand for registration as an enrolled nurse.
Qualification specifications
Qualification award
This qualification will be awarded by any tertiary education
organisation (TEO) which has NZQA programme approval and
accreditation.
The formal documentation certifying the award of this
qualification will display the NZQF logo and may also include the
name or logo of the qualification developer and/or the awarding
body.
Evidence requirements for
assuring consistency
All TEOs either arranging training or delivering programmes that
lead to the award of the qualification are required to participate in
a consistency process scheduled by NZQA.

The minimum standard of achievement will be the attainment of
all graduate outcomes in the graduate profile through the
successful completion of an NZQA approved programme.

Police vetting and health screening of prospective students as
required to meet legislative requirements, and the specific
requirements of clinical placement providers and future
employers.
General conditions for the programme leading to the qualification
General conditions for
programme
The programme must meet the Nursing Council of New Zealand
Education Programme Standards for the enrolled nurse scope of
practice.
The programme and provider must be approved by the Nursing
Council of New Zealand and meet the standards for accreditation
of institutions seeking to establish a school of nursing.
The programme must prepare graduates to meet the
requirements of the Health Practitioners Competence Assurance
Act 2003.
Competency for this qualification must be demonstrated through
workplace clinical experience as outlined in the Nursing Council
of New Zealand Education Programme Standards for the
enrolled nurse scope of practice (Standard 2).
All outcomes are required to be demonstrated in a workplace
clinical setting.
Qualification must be completed within the timeframe stipulated
in the Nursing Council of New Zealand programme standards.
