Purpose
This unit standard is for people working as corrections officers in a prison and
covers the management of prisoner transfer.
People credited with this unit standard are able to:
–
plan and coordinate prisoner transfers;
–
produce prisoner transfer information;
–
prepare prisoner for transfer; and
–
complete prison book out procedures.

Performance in relation to the elements and performance criteria must comply with

Crimes Act 1961;
Crimes of Torture Act 1989;
Criminal Justice Act 1985;
Health and Safety in Employment Act 1992;
New Zealand Bill of Rights Act 1990;

Privacy Act 1993;
Sentencing Act 2002;
other related Acts and regulations and their subsequent amendments or
replacements.

Reference to terms, procedures and specifications in this unit standard includes
documented procedures and specifications relevant to the workplace in which
assessment is carried out.

All work practices shall meet documented enterprise quality management
requirements, including the documentation of activities, events, and decisions.

This unit standard includes inter-prison transfers and special needs placements.

This unit standard excludes prisoner escorts or unescorted outings.

Assessment should be against the documented national policies and procedures and
prison specific procedures.
Elements and performance criteria
Element 1
Plan and coordinate prisoner transfers.
Range
authorisations, transferability rating, route sheets, resources, other agencies,
incoming and outgoing transfers.
Performance criteria
1.1
Delegated authority to transfer prisoner is obtained in accordance with
established procedures.
1.2
Requests for bed vacancies in another prison are received and forwarded to
National Prisoner Movement Coordinator on a weekly basis.
1.3
Movements list is received and analysed to determine both incoming and
outgoing transfers.

1.4
Transfer out priorities are established and unit managers advised of date and
time of transfer in accordance with local procedures.

Transfer information is loaded into receiving computer system in accordance
with operating instructions.
Element 2
Produce prisoner transfer information.
Range
inter-prison transfers, inter-unit transfers, receiving office, prisoner property,
vehicle transport.
Performance criteria
2.1
Produced transfer information is complete, concise, accurate, and legible.
2.2
Transfer information is recorded in the required format and filed within
scheduled timeframe according to organisation specifications.
2.3
Prisoner records are boxed and sealed for transfer with route sheet in
accordance with established procedures.

penal file, previous records, transfer reports, medical file, property
records, small property, sentence management plan, current
security classification.
Element 3
Prepare prisoner for transfer.
Range

Performance criteria
3.1
Prisoner is searched and changes into personal clothing in accordance with
established prison policy and procedures.
3.2
Prisoner checks property and signs property acknowledgement form which is
countersigned by corrections officer in accordance with established prison
policy and procedures
3.3
Property is boxed, sealed and labelled with details recorded on route sheet and
stored, awaiting transportation with prisoner.
3.4
Prisoners awaiting transport are contained in accordance with established
practices.

3.5
Prisoners and property are loaded onto transport and prisoner identity and
numbers checked against route sheet.
Element 4
Complete prison book out procedures.
Range
receiving office records, admissions register, daily statistics, control room,
muster boards.
Performance criteria
4.1
Receiving office database is updated with transfers to determine current muster
in accordance with receiving operating procedures.
4.2
Daily statistic sheets are updated and muster numbers confirmed against
Integrated Offender Management System (IOMS), and control room muster
boards.
4.3
Admission register is updated with transfer details in accordance with
established procedures.
Please note
Providers must be accredited by the Qualifications Authority, or an inter-institutional body
with delegated authority for quality assurance, before they can report credits from
assessment against unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by the Qualifications Authority before
they can register credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
tutors and assessors, and special resource requirements.
