Purpose
This unit standard is for people working in the wool scouring industry. People
credited with this unit standard are able to describe the discharge and waste
disposal regulations as they apply to the workplace, sample and test
discharges as required, operate and identify problems in the operation of
effluent handling and treatment equipment, carry out minor maintenance,
maintain records for company and regulatory authority requirements and
carry out procedures in the event of unauthorised discharges.

Special notes
Sampling and testing requirements will depend on regulations and procedures that are
specific to individual workplaces.
Discharges are all emissions for the scouring plant and could include, liquor, dust and solid
material, gases, noise.
Plant procedures and work instructions will meet the requirements of the Resource
Management Act 1991 as they affect the individual scouring operation.

All activities will be carried out in accordance with the Health and Safety in Employment
Regulations 1995.
Elements and performance criteria
Element 1
Demonstrate knowledge of discharge and waste disposal regulations specific to the
workplace.
Performance criteria
1.1
Waste disposal methods are described in terms of workplace and local authority
regulations.
1.2
Recording and sampling procedures for discharges are demonstrated according
to workplace practice.
Element 2
Sample, test and monitor to local authority/plant requirements.
Range
sampling, testing and monitoring will be according to local authority/plant
requirements for each scouring site.
Performance criteria
2.1
Samples are taken and stored according to method specified for test being
carried out.
2.2
Test is carried out according to specified test method.
2.3
Discharges are monitored and recorded in manner prescribed by plant
procedures/local authority requirements.
2.4
Environmental factors are monitored and recorded according to local
authority/plant requirements.
2.5
Results of tests/measurements are reported according to local
authority/workplace procedure.
Element 3
Operate and maintain effluent handling and treatment equipment.
Performance criteria
3.1
Effluent handling and treatment equipment is operated according to plant
procedure and manufacturer’s requirements.
3.2
Equipment is cleaned and maintained according to plant schedule.

3.3
Leaking and faulty equipment is repaired/reported according to workplace
practice.
3.4
Equipment is operated in a manner that minimises possibility of unauthorised
discharges to environment.
Element 4
Demonstrate knowledge of procedures to be followed in the event of unauthorised
discharges.
Performance criteria
4.1
Reporting requirements in event of a discharge are described according to
workplace procedure.
4.2
In-plant procedures for minimising scope of discharge are described.
4.3
Clean-up procedures following an unauthorised discharge are described.
Please note
Providers must be accredited by NZQA, or an inter-institutional body with delegated
authority for quality assurance, before they can report credits from assessment against
unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register
credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
