People assessed as competent in this unit standard are able to tender, negotiate, and agree supply contracts and prices; and consider quality, quantity, specifications, safety issues and outcomes issues. Performance criteria 1.1 Goods and services required from suppliers are identified, specified, and agreed with stakeholders. Range 1.2 Available information on suppliers is accurate and current, and records are in the agreed format and available to authorised users. Range 1.3 information – quality, cost, location, performance; format – electronic, manual, hard copy; authorised users – stakeholders, management, finance, operations. Suppliers that meet organisational standards and performance requirements are identified from various sources and recorded for future reference. Range 1.4 goods and services – see General Range; stakeholders – initiator of request, project or programme, management, operations. various sources – internal, external, journals, advertisements, professional networks, previous experience; organisational standards – Individual and Business Improvement Strategy, International Standard Organisation 9000, Total Quality Management, Continuous Improvement. References of previous supplier performance are authenticated as valid and reliable. Element 2 Engage and monitor performance of suppliers. Performance criteria 2.1 Written specifications for required goods and services are complete, accurate, in the agreed format, and release to suppliers is authorised. Range 2.2 house styles, standard forms; electronic, manual, hard copy. Suppliers that meet organisational and performance requirements are provided with identical, written specifications of requirements for goods and services. New Zealand Qualifications Authority 2016 4957 version 4 Page 3 of 3 2.3 Supplier responses to requests for the provision of goods and services are received by the agreed time, are correct, documented on receipt, filed and are available for future use. 2.4 Selection of successful suppliers for the provision of goods and services is based on reasoned argument and valid supporting evidence. 2.5 Written notification of engagement is given to successful suppliers prior to written notification being received by unsuccessful suppliers. 2.6 Partnerships with approved suppliers are maintained to enhance mutual understanding and cost-effectiveness. Range proactive, reactive, suggestions for design, process, and safety enhancements to products and services. 2.7 Where existing supplier performance and cost-effectiveness are agreed to be satisfactory, contracts for supply are renewed. 2.8 Quality specifications are monitored at time of delivery, and supplier performance and quality are audited on an exceptional basis. 2.9 Records of correspondence and information on suppliers are maintained and are accurate, current, and available to authorised personnel. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards. Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The AMAP also includes useful information about special requirements for organisations wishing to develop education and training programmes, such as minimum qualifications for tutors and assessors, and special resource requirements.
