Purpose
This unit standard is for people working, or who intend to work, in the
surveying profession as a survey technician.
People credited with this unit standard are able to: demonstrate knowledge of
resource management requirements relating to subdivisions; demonstrate
knowledge of district plans and land use rules; demonstrate knowledge of
environmental impact assessment for subdivisions; and explain consultation
methods and procedures for subdivisions.

Definition
Workplace procedures refer to documented procedures specific to an enterprise
which set out the quality management requirements for the business practice and
activities of that enterprise.
Elements and performance criteria
Element 1
Demonstrate knowledge of resource management requirements relating to subdivisions.
Performance criteria
1.1
The requirements for assessment of physical conditions and identification of
sustainable management requirements are described in terms of the Resource
Management Act.
1.2
The effects of subdivision and sustainable development are described in terms
of a district plan.
Range
1.3
at least ten effects.
Options for addressing adverse effects on the environment from subdivision and
development are described in accordance with the Resource Management Act
and a district plan.
Range
options – high probability-low impact, low probability-high impact.
Element 2
Demonstrate knowledge of district plans and land use rules.
Performance criteria
2.1
The purpose and legislative basis for district plans and their objectives, policies,
and rules are described in accordance with the Resource Management Act.
2.2
The rules for subdivision are described in accordance with a district plan.

2.3
The application of land use rules is examined in relation to subdivision in
accordance with a district plan and the Building Act.

Element 3
Demonstrate knowledge of environmental impact assessment for subdivisions.
Performance criteria
3.1
Methods for analysing the environmental impact of subdivision are described in
accordance with Ministry for the Environment guidelines.
3.2
Alternative methods for achieving environmental outcomes for subdivisions are
described in accordance with a district plan and/or Ministry for the Environment
guidelines.
Element 4
Explain consultation methods and procedures for subdivisions.
Performance criteria
4.1
Methods of consultation with stakeholders and affected parties of subdivisions
are explained in accordance with workplace procedures.
4.2
Public notification and submission procedures are explained in accordance with
the Resource Management Act.
4.3
Hearing procedures are explained in accordance with the Resource
Management Act.
Please note
Providers must be accredited by NZQA, or an inter-institutional body with delegated
authority for quality assurance, before they can report credits from assessment against
unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register
credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.

Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
tutors and assessors, and special resource requirements.
