Prepare subdivision plans and a resource consent application in a

Purpose
People credited with this unit standard are able to: research
and carry out a preliminary site investigation for land
subdivision; prepare the proposed subdivision plans; and
prepare a resource consent application report.

1

relevant to this unit standard include:
Conservation Act 1987;
Resource Management Act 1991;
NZS 4404:2004 Land development and subdivision engineering;
SNZ HB 44:2001 Subdivision for people and the environment, (Standards New
Zealand Handbook), available at http://www.standards.co.nz;
territorial authority rules and standards for subdivisions;

Evidence for this unit standard must comprise a plan for a proposed subdivision of an
urban site into at least four lots, which includes stormwater, wastewater, water
reticulation, access, and one other.

Evidence for all outcomes must comply with territorial authority requirements, unless
otherwise stated.
Outcomes and evidence requirements
Outcome 1
Research subdivision requirements and carry out a preliminary site investigation.
Evidence requirements
1.1
Job requirements for a land subdivision are determined from the client’s brief.
1.2
Requirements for subdivision development are researched in accordance with
NZS 4404 and territorial authority requirements.

1.3
A preliminary site locality investigation is conducted that gathers data for
determining subdivision site constraints in accordance with job requirements.
1.4
Subdivision requirements and constraints are assessed.
1.5
Specialist requirements relating to the complexity of the site to be developed
are determined and subsequent design parameters are established in
accordance with job requirements.
Outcome 2
Prepare the proposed subdivision plans.
Evidence requirements
2.1
The plans establish layout in accordance with client requirements, territorial
authority requirements and legislation.
2.2
The plans including any plan detail sheets show all required elements.
2.3
Any plan detail sheets show essential subdivision elements.
Outcome 3
Prepare a resource consent application.
Evidence requirements
3.1
A detailed resource consent application is prepared in accordance with
Statutory Authority requirements.
3.2
The resource consent application evaluates the design against all the
appropriate rules of the district or regional plans.

This unit standard replaces unit standard 11152 and unit
standard 23871.
