Explanatory notes
Definitions
FishServe is the trading name of the company that provides administration services to the
New Zealand commercial fishing industry. Information can be accessed from: www.fishserve.co.nz.
Legislation includes but is not limited to – Fisheries Act 1996 and associated regulations such as Fisheries (Kaimoana Customary Fishing) Regulations 1998, and Fisheries (South
Island Customary Fishing) Regulations 1999.
Outcome 1
Explain the process for gaining a fishing permit and registering a fishing vessel.
Evidence requirements
1.1 The explanation includes the process for gaining a fishing permit in accordance with legislation.
Range quota/non-quota permits, schedule 4C stocks, landing points and wharf sales.

2.3 The explanation includes the implications of breaching the conditions of the fishing permit and the conditions attached to the sale and purchase agreement for ACE.

Explain the process for the monthly balancing of ACE.
Evidence requirements
3.1 The explanation includes the requirements for the permit holder to complete a
Monthly Harvest Return (MHR) in accordance with legislation.
Range includes but is not limited to – date due.
3.2 The explanation includes the process by FishServe for balancing catch against
ACE held, and provision of the Monthly Balance Report.
3.3 The explanation includes the importance of checking data accuracy in the
Monthly Balance Report.
