People credited with this unit standard are able to: prepare for road
construction; arrange the supply of pavement materials; supervise the
placing and spreading of materials; supervise the compaction and shaping of
pavement layers; supervise the protection of road surfaces; and supervise
clean up.

Definitions
Company requirements include the policy, procedures, and methodologies of the
company. They include legislative and regulatory requirements which may apply
across the company or to a specific site. Requirements are documented in the
company’s health and safety plans, traffic management plans, contract work
programmes, quality assurance programmes, policies, and procedural documents.
Contract specifications include plans, diagrams, and special technical conditions.
They do not include special administrative conditions.
Pavement layers include shoulders and feather edging but exclude surfacing.
Elements and performance criteria
Element 1
Prepare for road construction.
Performance criteria
1.1
Job programme is planned in accordance with contract specifications.
1.2
Quality assurance requirements are determined and planned for in accordance
with contract specifications.
Range

1.3
Safety requirements are determined and implemented in accordance with the
Health and Safety in Employment Regulations 1995.
1.4
Plant, labour and equipment are selected in accordance with contract
specifications.
1.5
Subgrade is inspected and confirmed as meeting contract specifications or
referred for remedial action in accordance with company requirements.
Element 2
Arrange the supply of pavement materials.
Performance criteria
2.1
Projected quantities are ordered in accordance with planned and actual
progress by weight or volume, in accordance with company requirements.
2.2
Supply and delivery of sub-base materials is arranged and confirmed in
accordance with company requirements.

Supervise the placing and spreading of materials.
Performance criteria
3.1
Supervision ensures that truckload quantities are recorded in accordance with
contract specifications.
3.2
Supervision ensures that trucks are directed to position for load placement in
accordance with spreading sequence.
3.3
Supervision ensures that materials are spread in layers in accordance with
contract specifications.
3.4
Supervision ensures that materials are conditioned and handled to avoid
segregation.
Element 4
Supervise the compaction and shaping of pavement layers.
Performance criteria
4.1
Supervision ensures that material is compacted in accordance with contract
specifications.
4.2
Compacted material is tested for compaction in accordance with contract
specifications.
4.3
Supervision ensures that any non-conforming material is rectified in accordance
with company requirements.
4.4
Supervision ensures that pavement layers are shaped in accordance with
contract specifications.
4.5
Final levels and cross-falls of materials are checked against control marks in
accordance with contract specifications.
Element 5
Supervise the protection of road surfaces.
Performance criteria
5.1
Supervision ensures that surface is protected in accordance with company
requirements.
Range
any two of – running course, watering and rolling, drag brooming,
weatherproofing membrane.

5.2
Supervision ensures that surface is protected by temporary traffic management
in accordance with contract specifications.
Element 6
Supervise clean up.
Performance criteria
6.1
Tools and equipment are cleaned, maintained, and transported away from site
in accordance with company requirements.
6.2
Site area is restored to its specified condition in accordance with contract
specifications and company requirements.
Please note
Providers must be accredited by the Qualifications Authority, or an inter-institutional body
with delegated authority for quality assurance, before they can report credits from
assessment against unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by the Qualifications Authority before
they can register credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
