People credited with this unit standard are able to demonstrate knowledge of the response to common emergencies; demonstrate knowledge of maintaining the security of people, trains and equipment and manage disruptive behaviour, uncontrolled evacuations, and crowds on the rail network. Explanatory notes 1 Assessment against this unit standard is to be carried out within an organisation operating under a current Rail Licence issued in accordance with the provisions of the Railways Act 2005 and subsequent amendments. The term ‘operator rules and procedures’ referred to in this unit standard are those that the organisation has in place to meet the requirements of the Rail Licence. 2 Legislation relevant to this unit standard includes the Health and Safety in Employment Act 1992, which will be replaced by the Health and Safety at Work Act 2015 when it becomes effective on 4 April 2016, Railways Act 2005. 3 Definitions Rail corridor – the railway line and adjacent land and structures. Operator rules and procedures – Rail Operating Rules, Procedures & Local Network Instructions (RORP); Rail Operating Code (ROC), and local bulletins or notices relevant to the task which may include local operating procedures, work site safety plans and standard operating procedures. Rail network – the network managed by the party who is delegated to authorise the occupancy and movement of trains and other Rail Service Vehicles. Competenz SSB Code 101571 New Zealand Qualifications Authority 2016 NZQA registered unit standard 4 29381 version 1 Page 2 of 4 Assessment information The literacy and numeracy requirements of this unit standard require candidates to be able to read and interpret rail operator rules and procedures, communicate with passengers and other crew, interpret and comply with rail signage and warnings. All work practices must meet operator rules and regulations, recognised codes of practice and documented worksite safety procedures (where these exceed the codes) for personal, product, and worksite safety, and the obligations required under current legislation. Assessment of techniques to manage disruptive behaviour, uncontrolled evacuations, and crowds may include practical demonstrations in spaces which provide realistic simulated conditions appropriate to the assessment. Outcomes and evidence requirements Outcome 1 Demonstrate knowledge of the response to common emergencies Evidence requirements 1.1 The response to common emergencies is detailed in accordance with rail operator rules and procedures. Range 1.2 common emergencies include but are not limited to fatalities – collisions; natural disasters; tunnel evacuations; assisting with platform and station evacuation. The coordinated management of incidents is explained in accordance with rail operator rules and procedures. Range include but is not limited to – Coordinated Incident Management System (CIMS); working with emergency services. Outcome 2 Demonstrate knowledge of maintaining the security of all people, trains and equipment on the rail network. Evidence requirements 2.1 Security requirements are identified and explained in accordance with rail operator rules and procedures. Range Competenz SSB Code 101571 security requirements include but are not limited to – preventing and dealing with theft; identifying potential threats; responses to terrorism alerts; dangerous goods. Range Disruptive behaviour includes but is not limited to – difficult customers; drunken customers; aggressive customers. Evidence requirements 3.1 Customers exhibiting disruptive behaviour are identified. 3.2 Disruptive behaviour is managed in accordance with rail operator rules and procedures. 3.3 Uncontrolled evacuations are managed in accordance with rail operator rules and procedures. 3.4 Techniques are applied to control crowds in accordance with rail operator rules and procedures.
