This unit standard is for people who work, or are intending to
work as a train manager on a passenger rail vehicle.
People credited with this unit standard are able to: operate
vehicle doors; and carry out: air-continuity brake tests; vehicle
start-up and shut-down operations; and vehicle turn-around
checks.

Explanatory notes
1
Assessment against this unit standard is to be carried out within an organisation
operating under a current Rail Licence issued in accordance with the provisions of
the Railways Act 2005 and subsequent amendments. The term ‘operator rules and
procedures’ referred to in this unit standard are the procedures the organisation has
in place to meet the requirements of the Rail Licence.

Legislation relevant to this unit standard includes the Health and Safety in
Employment Act 1992, Railways Act 2005.

This unit standard will be assessed on the basis of evidence of demonstrated
performance in the workplace.

Definition
Passenger rail vehicle – refers principally to diesel multiple units (DMU) and electric
multiple units (EMU), but may also include carriage train combinations that have the
features and functionality of a multiple unit.

The literacy and numeracy requirements of this unit standard require candidates to
read and interpret rail operator rules and procedures, communicate with passengers,
interpret and comply with rail signage and warnings.

Outcomes and evidence requirements
Outcome 1
Operate vehicle doors.
Evidence requirements
1.1
Doors are operated under normal conditions.
Range
internal, external, complete consist, coach doors only, isolated
doors, left and/or right, by door indicator.
1.2
Doors are operated under a power failure condition in accordance with operator
rules and procedures.
1.3
Emergency door release is operated in accordance with operator rules and
procedures.
1.4
Door key is returned to secure storage in accordance with operator rules and
procedures.
Outcome 2
Carry out air-continuity brake tests.
Evidence requirements
2.1
Tests are carried out in accordance with operator rules and procedures.
Range
may include but are not limited to – intermediate, terminal, routine,
as requested by locomotive engineer.
2.2
Test results are interpreted in accordance with manufacturer’s instructions and
operator rules and procedures.
2.3
Test results are reported in accordance with operator rules and procedures.
Outcome 3
Carry out vehicle start-up and shut-down operations.

3.1
On-board equipment is started up and shut down in accordance with operator
procedures.

3.2
Individual coaches are isolated and/or powered up in accordance with operator
rules and procedures to meet trip requirements.
3.3
Operations carried out are consistent with delegated authority.

Carry out vehicle turn-around checks.
Evidence requirements
4.1
Turn-around checks are carried out in accordance operator rules and
procedures.
may include but are not limited to – interior, exterior, unusual
circumstances, vehicle front and rear lights.

Any faults are reported in accordance operator rules and procedures.
4.3
Clearance is given for vehicle to run in accordance with operator rules and
procedures.
