Purpose
This unit standard is for people whose role is the inspection of passenger and
mixed passenger-freight trains, and the certification of those trains as
complying with the law and the requirements of the Rail Licence.
People credited with this unit standard are able to ensure: the operation of
the air brake system; that passenger carriages are in a serviceable condition;
and that passenger train documentation is complete.

organisation operating under a current, valid Rail Licence issued in accordance with
the provisions of the Railways. Act 2005. The organisation’s operating rules, codes,
and instructions, referred to in this unit standard, are those the organisation has in
place to meet the requirements of the Rail Licence.

Legislation relevant to this unit standard includes the Health and Safety in
Employment Act 1992.

Definitions
Organisational procedures refer to documents that include: worksite rules, codes,
and practices; equipment operating instructions; documented quality management
systems; and health and safety requirements.
Passenger train in the context of this unit standard refers to one or more locomotives
hauling two or more passenger rail vehicles equipped for the conveyance of
passengers.
Elements and performance criteria
Element 1
Ensure operation of the air brake system.
Performance criteria
1.1
Air brake system inspection is in accordance with organisational procedures.
Range
terminal air brake test and/or intermediate air brake test.
1.2
The procedure for locating air brake leakage is performed in accordance with
organisational procedures.
1.3
Procedures for reporting faults in the air brake system are described in
accordance with organisational procedures.
Element 2
Ensure passenger carriages are in a serviceable condition.
Performance criteria
2.1
Passenger carriage serviceability is consistent with organisational procedures.

2.2
Inter-carriage access ways are inspected in accordance with organisational
procedures.

may include but is not limited to – drawgear, brake blocks, air
lines, suspension, wheels/tyres, external doors, windows,
electrical cables, handbrakes, end-of-train signals.

chains, telescopic handrails.
Defective carriages are repaired or removed from the train in accordance with
organisational procedures.

Procedures for effecting repairs to removed carriages are described in
accordance with organisational procedures.

Locomotive driver is advised of any change to the train consist.

Ensure passenger train documentation is complete.
Performance criteria
3.1
Passenger train documentation is consistent with organisational procedures.
Please note
Providers must be accredited by NZQA, or an inter-institutional body with delegated
authority for quality assurance, before they can report credits from assessment against
unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register
credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
