Special notes 1 Assessment against this unit standard is to be carried out within the context of an organisation operating under a current, valid Rail Licence issued in accordance with the provisions of the Railways Act 2005. The organisation’s operating rules, codes, and instructions, referred to in this unit standard, are those the organisation has in place to meet the requirements of the Rail Licence. 2 Legislation relevant to this unit standard includes the Health and Safety in Employment Act 1992. 3 Definitions Accident means an occurrence that is associated with the operation of a rail vehicle and results in the death of or a serious injury to any person. Authority in the context of this unit standard includes considerations of rank, decisionmaking extent, and the ability to delegate. New Zealand Qualifications Authority 2016 19488 version 2 Page 2 of 3 Incident means any occurrence, other than an accident, that is associated with the operation of a rail vehicle, being an occurrence that placed or could have placed a person at significant risk of death or serious injury. Occurrence refers to an accident or an incident. Organisational procedures refer to documents that include: worksite rules, codes, and practices; equipment operating instructions; documented quality management systems; and health and safety requirements. Rail network in the context of this unit standard refers to the principal rail network within New Zealand. Rail vehicle refers to any flanged wheeled vehicle which uses the railway line. Elements and performance criteria Element 1 Describe the function and location of rail network train control centres. Performance criteria 1.1 The function of rail network train control centres is described in terms of how they coordinate the safe movement of rail vehicles. Range 1.2 signal box, centralised traffic control. The description includes terms associated with train control centres. Range rail corridor, station limits, signal operator, train controller, network control manager, signalling and interlocking arrangements. 1.3 The description identifies the relationship between signal boxes and a centrally controlled rail corridor in the management of safe rail vehicle movements. 1.4 Locations controlled by signal boxes are identified. Range evidence is required for at least three locations. 1.5 Location of the centralised traffic control centre is identified. 1.6 The description accords with information given in organisational procedures. Element 2 Describe the roles and authority of train control centre personnel and procedures used. Performance criteria 2.1 The description identifies principal tasks of train control centre personnel. Range signal operator, train controller, network control manager. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards.
