This unit standard is for people who are employed in or aspire
to leadership roles in the public sector.
People credited with this unit standard are able to: demonstrate
knowledge of reflective practice; critically reflect on an aspect
of their own personal practice; and plan to implement change.

Explanatory notes

Performance of outcomes of this unit standard will require recognition of the need for
management processes to be responsive to the needs of Māori in respect of the
requirements of the State Sector Act 1988, and the Treaty of Waitangi partnership
principles.

Performance of outcomes of this unit standard must comply with current legislation,
policies and procedures, which may include but are not limited to: Crown Entities Act
2004; Local Government Act 2002; State Sector Act 1988; The State Services Code
of Conduct, Standards of Integrity and Conduct (available from
http:/www.ssc.govt.nz) and/or any other agency specific code or codes of conduct
and/or ethics.
It is important to note that there is in most cases specific legislation relevant to the
organisation in which the candidate is employed. This must be included.

Definitions
Current literature includes, but is not limited to: research papers; journals of relevant
professional bodies; specialist academic publications including textbooks, databases,
and discussion papers; proceedings of conferences, seminars, and workshops; and
local, national, and international interest groups. These may include New Zealand,
Australian, European, and American sources.
Theories of effectiveness are the beliefs people have about what is effective in
particular contexts.
Professional practice in this context refers to behaviours, attitudes, and practices that
are in evidence in the actual conduct of those carrying out the function of
management in a public sector organisation.
Public sector refers to the State sector (central Government), including the Public
Service, crown entities, non-uniformed staffs of the services and forces, offices of

Parliament; and all local authorities (local Government), including local authority
trading enterprises (LATEs).

This unit standard must be assessed against in a public sector workplace
environment.

Assessment against this unit standard will require evidence to be based on the
specified area of responsibility for which the role holder is accountable.

Demonstrate knowledge of reflective practice.
Evidence requirements
1.1
Theories of reflective practice are identified and described consistent with
current literature.
Range
includes but is not limited to – Schön’s theory of reflective practice,
Smyth’s reflective teaching model, Kolb’s experiential learning.
1.2
Theories of reflective practice are critically appraised.
1.3
Skills of critical reflection are described consistent with current literature.

Critically reflect on an aspect of personal practice.

Evidence requirements

Skills of critical reflection are demonstrated consistent with theories of
effectiveness.
2.2
A problematic situation is identified and analysed in terms of relevant theories
and professional practice.

The gap between ideal practice and actual practice is identified and described.

Plan to implement change.

3.1
Recommendations are articulated and communicated in practical terms.
