People credited with this unit standard are able to use assessment tools to access data that can be used to analyse compliance with road transport legislation by transport service operators and/or drivers, and analyse data to assess levels of compliance with road transport legislation by transport service operators and/or drivers. Any legislation or other requirement superseding any of the above will apply for the purpose of assessment. 3 Definitions Organisational requirements refer to instructions to staff on policy and procedures which are documented, available in the workplace, and consistent with applicable legislation and any other applicable compliance requirements. Transport service driver, for the purpose of this unit standard, is as defined in the Land Transport Act 1998. Transport service operator, for the purpose of this unit standard, is as defined in the Land Transport Act 1998. Elements and performance criteria Element 1 Use assessment tools to access data that can be used to analyse compliance with road transport legislation by transport service operators and/or drivers. Range tools may include but are not limited to – internal and external databases, intelligence reports, complaints, information received; evidence of three different tools is required. Performance criteria 1.1 Assessment tools are used to access data relevant for analysing compliance in accordance with organisational requirements. Element 2 Analyse data to assess levels of compliance with road transport legislation by transport service operators and/or drivers. Performance criteria 2.1 Information collected is relevant to the purpose and is sufficient for analysis. 2.2 Analysis identifies and prioritises target areas for monitoring and audit. 2.3 Analysis identifies the level of compliance. 2.4 Analysis is documented in accordance with organisational requirements. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. New Zealand Qualifications Authority 2016 20337 version 2 Page 3 of 3 Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards.
