People credited with this unit standard are able to: explain NZTA’s voluntary compliance philosophy; advise and assist transport service operators and/or drivers to comply with road transport legislation; and implement NZTA communication strategies to improve compliance with road transport legislation by transport service operators and/or drivers. Any legislation or other requirement superseding any of the above will apply for the purpose of assessment. 3 Definitions Organisational requirements refer to instructions to staff on policy and procedures which are documented, available in the workplace, and consistent with applicable legislation and any other applicable compliance requirements. Transport service driver, for the purpose of this unit standard, is as defined in the Land Transport Act 1998. Transport service operator, for the purpose of this unit standard, is as defined in the Land Transport Act 1998. Elements and performance criteria Element 1 Explain NZTA’s voluntary compliance philosophy. Performance criteria 1.1 Principles of the voluntary compliance philosophy are explained in terms of the compliance role. Range 1.2 may include but is not limited to – rationale of voluntary compliance, incentives. Principles of the voluntary compliance philosophy are explained in terms the benefits to transport service operators and/or drivers. Element 2 Advise and assist transport service operators and/or drivers to comply with road transport legislation. Range interactions with operators and/or drivers include but are not limited to – one-toone, a group of three or more people. Performance criteria 2.1 Operators and/or drivers needs and expectations are clarified and confirmed in terms of legislative requirements. New Zealand Qualifications Authority 2016 20336 version 2 Page 3 of 4 2.2 Information provided to transport service operators and/or drivers is current, timely, and meets their specific needs in its range, depth, and form of presentation. 2.3 Feedback is obtained on the transport service operators’ and/or drivers’ levels of understanding of the information provided, and additional information or explanation clarifies issues if required, in accordance with organisational requirements. 2.4 When advice from others is needed for complex matters, transport service operators and/or drivers are advised of processes and likely timelines, in accordance with organisational requirements. Element 3 Implement NZTA communication strategies to improve compliance with road transport legislation by transport service operators and/or drivers. Range two different communication strategies for transport service operators and/or drivers involving – a one-to-one interaction, an interaction with a group of three or more people. Performance criteria 3.1 Communication strategies are in accordance with organisational requirements and are tailored to the audience and the context. 3.2 Presentation of the communication strategies is in accordance with organisational requirements and the needs of transport service operators and/or drivers. 3.3 Information provided to transport service operators and/or drivers is current and promotes the benefits of compliance, in accordance with organisational requirements. 3.4 Communication strategies are adjusted in response to feedback gathered, in accordance with organisational requirements. Range feedback from at least two transport service operators and/or drivers is required. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards. Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The AMAP also includes useful information about special requirements for organisations wishing to develop education and training programmes, such as minimum qualifications for tutors and assessors, and special resource requirements.
