special notes:
Expenditure on departmental needs will be dependent on:
length of voyage or budget period, numbers of personnel on
ship, numbers of passengers, number of ports of call and
days in port, and special needs identified for the role holder’s
area of responsibility.
Information may be obtained from a number of sources
including past experience, current and anticipated costs of
resources, shipping company, number of personnel, number
of passengers, length of voyage, and desired stock reserve
requirements.

Assess and provide advice on expenditure requirements.
performance criteria
1.1
Expenditure needs are assessed in accordance with shipping company
guidelines and the nature of the ship's operation.
1.2
Special needs are identified and assessed in accordance with established
guidelines and information supplied.
1.3
Departmental personnel are encouraged to participate in the consultative
processes.
1.4
Using established guidelines, advice is provided to the ship's master on
anticipated expenditure needs.
1.5
Advice to the ship's master is provided within a time-frame which complements
the operational effectiveness of the ship, both at sea and in port, and relates to
the role holder’s area of responsibility.
Range:
advice to the ship's master would be presented in written form and
would provide – an overview of expenditure requirements, a
detailed analysis of expenditure requirements.

2.1
Information obtained to assist in the planning of budgets reflects needs of the
department.
2.2
Departmental officers are encouraged to contribute to the planning process.
2.3
Departmental budget is planned and presented to the ship's master within

Shoreside shipping personnel are consulted to determine expenditure
constraints.
2.5
Systems to monitor the quality of the budget are correctly implemented and
maintained.
Range:
monitoring systems include – quality assurance; administration;
process, eg participative management.
2.6
Records related to expenditure and services are complete, accurate and
conform to organisational requirements.
2.7
Proposals for improvements in cost reductions and services are passed to the
people who can action the proposal for discussion and subsequent action.
2.8
Budgets are modified in accordance with identified needs.

3.1
Budgeting for the role holder's area and other areas is monitored to confirm
expenditure is within targets.
3.2
Systems to monitor and control costs are implemented within the role holder’s
area of responsibility.
Range:
systems would be standard bookkeeping systems and may
include – written using standardised systems, computer-based,
regular feedback from departmental personnel.
3.3
Budget overruns are analysed to determine cause of over-expenditure.
3.4
Understanding is analysed to identify factors leading to savings.
3.5
Control is exercised through the use of organisational and statutory regulations.

Reports on expenditure within the area of responsibility are provided to correct
personnel at agreed intervals.
Range:
correct personnel would include – ship's master, responsible
personnel, shoreside ship manager.
