People credited with this standard are able to: distinguish
between governance and management of a social service
provider; identify own responsibilities within governance of a
social service provider; and contribute to governance of the
social service provider.

People awarded credit in this unit standard are able to
explain the application of Te Tiriti o Waitangi in the
social services, and are able to apply this competence
to the context of assessment for this unit standard (for

This unit standard is oriented towards governance and
management in the not-for-profit and public sectors of
the social services. Governance and management
roles may intertwine, vary from organisation to
organisation, and vary during the evolution of a social
service organisation. For the purposes of this unit
standard, a discussion of the concept of governance
may be located in: Kilmister, Terry. 1993. Boards at

Glossary
Boundaries of authority, roles, and functions in
governance of the organisation are established by
reference to relevant sources. Relevant sources may
include but are not limited to: service provider
standards, policy, trust deed, incorporation documents,
a constitution, a charter. Relevant sources are to be
determined according to the context of assessment.
Personnel in governance and management may be
paid or unpaid, and may include but are not limited to:
chairperson, board or executive members, kaumātua,
kuia, rangatahi, trustees, secretary, treasurer, chief
executive officer, manager, administrator, programme
staff, service staff.

Roles and functions of governance and management
may include but are not limited to: accountability;
advocacy; establishing the purpose and goals of the
organisation; developing and monitoring policies;
interpreting and implementing policy; working with the
chief executive officer to ensure the organisation's
objectives are met; lobbying and fund raising;
management of organisational finances, property, and
resources; programme and service delivery; project
management; public relations; staff management.
Roles and functions of governance and management
may be established by constitution, charter, enterprise
standards, incorporation documents, policy, trust deed.
A social service provider (also referred to in this unit
standard as the organisation) may occur within iwi and
tauiwi contexts, and may be legal entities, or informal
organisations without a legal personality.
Range
statements are to be applied according to the context in
which assessment is taking place.

This unit standard may be assessed on the basis of
evidence of demonstrated performance in the work
place, or through the use of simulated work place
situations that closely approximate the performance
required in workplace settings.

People credited with this unit standard are able to
contribute to governance of the organisation in terms of
the roles and functions of governance in the Glossary.
Evidence is required of contribution to governance
through one of the roles or functions .

People awarded credit in this unit standard show that
their actions are guided and supported by valid theory
for social service practice. Evidence is required of
social service theory that is derived from authoritative
sources, which may include but are not limited to: body
of knowledge related to social service work; cultural
theory; practice research.
