NZQA registered unit standard 20861 version 3 Page 1 of 4 Title Demonstrate, at height, safety procedures for the erection of scaffolding Level 3 Credits 6 Purpose People credited with this unit standard are able to: – inspect scaffolding to determine its readiness to erect the next lift; – prepare equipment on a lower lift for passing to the lift above; – use proprietary frames; – correct use of a safety harness for the erection of scaffolding; – safely access the lift above; – erect guard rails and stop ends for scaffolding; and – follow operational procedures for the erection of scaffolding. Classification Lifting Equipment > Rigging and Scaffolding Safety Available grade Achieved Explanatory notes 1 This unit standard has been developed for learning and assessment on-job or off-job in a simulated environment. 2 All tasks must be carried out in accordance with the Best Practice Guide (BPG) based on: a quality management systems; b designer’s requirements and manufacturers' operating instructions; and government and local government legislation, regulations, bylaws, Health and Safety in Employment Act 1992, and Health and Safety in Employment Regulations 1995; c the most up to date version of the: http://www.business.govt.nz/worksafe/information-guidance/all-guidanceitems/scaffolding-best-practice-guideline-for-scaffolding-in-new-zealand, and all subsequent amendments and replacements. 3 Definition Scaffolding as defined in the BPG and in the Health and Safety in in Employment Regulations 1995. The Skills Organisation SSB Code 100401 New Zealand Qualifications Authority 2016 NZQA registered unit standard 4 20861 version 3 Page 2 of 4 Assessment Competency in the outcomes of this unit standard must be demonstrated on a scaffold at height. This is defined as beginning at least the height of the scaffold’s second lift. It is expected that candidates will have experience of working safely at height with proprietary systems. Outcomes and evidence requirements Outcome 1 Inspect scaffolding to determine its readiness to erect the next lift. Evidence requirements 1.1 Confirm planking on the lift above is safe. Range 1.2 fully planked, secured against uplift and horizontal displacement. Confirm standards above the next lift are safe. Range all standards are present as per the scaffolding plan and are staggered or ready for topping off (hemping). 1.3 Check stability of scaffolding minimum base dimension and tie/support to existing structures prior to accessing the lift above. 1.4 Identify a safe access point to the lift above. Outcome 2 Prepare equipment on a lower lift for passing to the lift above. Evidence requirements 2.1 Determine a safe zone for the passing of equipment to the lift above. 2.2 Identify the equipment to be passed to the lift above. 2.3 Establish the sequence for the passing of equipment to the lift above. 2.4 Stack safely the equipment to be passed up below the safe zone of the lift above. Outcome 3 Use proprietary frames. Evidence requirements 3.1 Use advance guiderails. The Skills Organisation SSB Code 100401 New Zealand Qualifications Authority 2016 NZQA registered unit standard 20861 version 3 Page 3 of 4 Outcome 4 Use a safety harness for the erection of scaffolding. Evidence requirements 4.1 Identify situations where a safety harness must be attached. 4.2 Identify the correct points of attachment on the scaffold in preferential order. Outcome 5 Safely access the lift above. Evidence requirements 5.1 Identify the different methods of access to the lift above in preferential order. 5.2 Identify the preferred method of access to the lift above and make any modifications necessary to accommodate this method. 5.3 Access the lift above safely. Outcome 6 Erect guard rails and stop ends for scaffolding. Evidence requirements 6.1 Secure and position all components in correct sequence. 6.2 Erect initial guard rail. 6.3 Erect stop end. 6.4 Erect second guard rail. Outcome 7 Follow operational procedures for the erection of scaffolding. Evidence requirements 7.1 Follow construction procedures. 7.2 Meet designer’s requirements. Please note Providers must be granted consent to assess against standards (accredited) by NZQA, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be granted consent to assess against standards by NZQA before they can register credits from assessment against unit standards. Providers and Industry Training Organisations, which have been granted consent and which are assessing against unit standards must engage with the moderation system that applies to those standards. Requirements for consent to assess and an outline of the moderation system that applies to this standard are outlined in the Consent and Moderation Requirements (CMRs). The CMR also includes useful information about special requirements for organisations wishing to develop education and training programmes, such as minimum qualifications for tutors and assessors, and special resource requirements.
