Purpose
People credited with this unit standard will be able to explain the Ministry of
Fisheries (MFish) Trade Information and Catch Documentation Scheme, and
complete and validate an MFish Trade Information Scheme Statistical
Document.
This unit standard is intended for people who have been nominated by a
Licensed Fish Receiver or MFish, and approved by MFish to complete the
documentation requirements.

Definitions
Authorised validators refer to those persons who have been approved by the Ministry
of Fisheries (MFish) to validate Trade Information and Catch Documentation Scheme
Statistical Documents.
International Fisheries Organisations (IFOs) refer to organisations such as, the
International Commission for the Conservation of Atlantic Tunas (ICCAT), the InterAmerican Tropical Tuna Commission (IATTC), the Indian Ocean Tuna Commission
(IOTC), and the Western and Central Pacific Fisheries Commission (WCPFC).
Trade Information and Catch Documentation Scheme refers to the scheme for the
conservation of various fish species for the purpose of the cooperative management
of the species.
Statistical Document refers to the authorised forms that are used to document the
statistical data, such as the Commission for the Conservation of Southern Bluefin
Tuna (CCSBT) Statistical Document, the New Zealand Fish Export Statistical
Document and other statistical documents as required by IFOs.

Legislation includes but is not limited to – the Fisheries Act 1996 and the Animal
Products Act 1999.

Industry guidelines for storage of Statistical Documents include but are not limited to
instructions that – original to go with exported fish, one copy to MFish, one copy kept
on file by the company.

Performance criteria
2.1
The species for which the Statistical Document is being completed is correctly
identified and confirmed in terms of the requirements of the document
2.2
Fields are completed in accordance with the MFish Trade Information and
Catch Documentation Scheme Statistical Document instructions.
2.3
Information is validated against the MFish Licensed Fish Receiver landing data
and the fishing vessel landing data.
2.4
Signatures are applied in accordance with the MFish instructions.
2.5
Information is verified against the MFish Licensed Fish Receiver return data.
2.6
Completed forms are dispatched to all required recipients in accordance with
MFish and industry guidelines.
2.7
MFish Trade Information and Catch Documentation Scheme Statistical
Documents are stored in accordance with MFish and industry guidelines.
Please note
Providers must be accredited by NZQA, or an inter-institutional body with delegated
authority for quality assurance, before they can report credits from assessment against
unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register
credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations

wishing to develop education and training programmes, such as minimum qualifications for
tutors and assessors, and special resource requirements.
