It is recommended that any training provider seeking information on the Credit Administration and Management unit standards or accreditation requirements make initial contact with CMCAG at the above address. a b Accreditation Options Level 1 to 3 Evaluation of documentation by NZQA and industry. Level 4 and above Evaluation of documentation and visit by NZQA and industry. Introduction Competenz - Credit Management and Control Advisory Group may request a copy of the final accreditation report from a provider accredited to assess against unit standards in the Credit Administration and Credit Management domains. CMCAG will guarantee the same confidentiality regarding the report as offered by NZQA/ITP Quality. ref: 0172 28 June 2016 2 of 6 c Circumstances under which industry involvement in a visit may be waived d When the accreditation application has been developed in full consultation with the CMCAG. When the applicant’s history of training and assessment in the unit standards covered by the application is well known to the CMCAG. Evaluation of Applications for Accreditation The industry evaluation of an application to assess Credit Administration and Credit Management unit standards will be carried out by an experienced industry person nominated by CMCAG, which has a pool of experienced representatives who have been briefed on accreditation requirements and procedures. e Accreditation Fees i Administration Fee (to cover the costs of CMCAG in administering the process): $50 plus GST. ii Participating with NZQA/ITP Quality in evaluation of documentation: $100 plus GST. iii Participating with NZQA/ITP Quality in evaluation of documentation and an accreditation visit of up to one day: $300 plus GST. iv Where additional time is required for a visit: $100 per half-day plus GST. v Travel and accommodation where required for a visit: Actual and reasonable expenses. Use of a private vehicle is charged at 40 cents/km plus GST. The charges i - v are invoiced by CMCAG directly to NZQA/ITP Quality as appropriate. vi Advising training providers preparing for accreditation: $50 per hour plus GST. This charge is invoiced directly by CMCAG to the training provider. Note: f Training providers intending to seek accreditation are strongly recommended to contact CMCAG prior to the completion of their application. CMCAG will provide support, assistance and guidance at the application stage, which may result in the waiving of an industry visit, reduced time and costs to the applicant. Specific Credit Management and Control Advisory Group Requirements Special requirements have been established to assure the CMCAG that the applicant has quality management systems that equate with the its assessment practices, the ethical standards of the industry and legislation regulating its activities. ref: 0172 3 of 6 Criterion 1 Criterion 2 Development and evaluation of training programmes 1.1 The training provider must specify policies, procedures and review mechanisms on the development and evaluation of training programmes. 1.2 Policies and procedures for determining how on-job and offjob components of training programmes will be integrated must be stated. 1.3 Feedback from stakeholder groups (ie candidates and employers) must be provided for. 1.4 The link between feedback and the review and programme development must also be stated. 1.5 Training programmes must be relevant and up-to-date, meeting the current legislation, and the method of delivery must be appropriate to the needs of industry and of candidates. 1.6 The provider should state how training material will be kept updated with legislation (eg membership of a professional association, subscription to annotation service etc.) Financial, administrative and physical resources Financial administrative and physical resources of the training provider should be sufficient for the provision of training to candidates. Criterion 3 Staff and contractors selection, appraisal and development 3.1 The policies and procedures for employing staff and contractors must be stated and should ensure that there is a combination of qualifications and experience appropriate to the level the trainer is training and/or assessing. 3.2 Staff and contractors must be appraised on their performance, which includes feedback from candidates and employers. 3.3 Staff and contractors must have proven ability in assessment (such as the holding of credit in Units 4098 and 4099, or equivalent), particularly in workplace contexts. 3.4 Policies and procedures for the staff and contractors to maintain their knowledge of industry practice and updated legislation must be stated. ref: 0172 4 of 6 3.5 Criterion 6 The policies and procedures for contracts of or for service should ensure that persons assessing against unit standards governed by legislation or regulation have the means to update their knowledge and application of these requirements. Off-site practical /workplace components 6.1 The Credit Administration and Credit Management unit standards require a balance of training and on-job experience. 6.2 Where candidates for assessment against the unit standards do not have a current position in credit administration and management, or appropriate work experience, policies and procedures must be in place for relevant on-job experience to be gained by agreement with an employer. 6.3 Where there is such an agreement for workplace experience the following detail must be included: contact person and phone number; the training relationship between the candidate and the person providing work experience and those responsible for on-job assessment; the training relationship between the candidate and the on-job trainer and assessor; the term of the agreement between the candidate, onjob trainer and employer providing work experience; the avenues of communication and to whom the on-job trainer directs enquiries. MODERATION Moderation Option A centrally established and directed national moderation system has been set up by Competenz on behalf of the Credit Management and Control Advisory Group. Training material and evidence guidelines Competenz has developed, or is in the process of developing assessment guidelines to support the assessment and moderation system for all unit standards for Credit Administration and Management. Providers are encouraged to use these assessment guidelines. Providers wishing to develop their own assessment material must submit this Competenz prior to it being used. Competenz will take all reasonable steps to protect any intellectual property rights held by the provider when handling these materials. ref: 0172 5 of 6 Moderation Administration The National Moderator will co-ordinate the external moderation process. Regional moderators will be appointed to implement the external moderation system. Regional Moderators will be assessors currently registered for Credit Administration and Credit Management unit standards. Regional Moderators meetings will be held annually to ensure national consistency of assessment of unit standards. The Credit Management and Control Advisory Group (CMCAG) shall be responsible for arranging the training of moderators. Moderation Process Each accredited provider or registered assessor will notify the Regional Moderator the units that will be assessed and the timeframe for assessment. The Regional Moderator will notify each accredited provider or registered assessor the representative sample of the unit standards that will be required to be moderated. Moderation of assessments may take the form of: i Observation during the assessment process; ii Check of assessors log-books; iii Evaluation of completed checklists; iv Analysis of other assessment instruments; v Check of assessor records. The Regional Moderator with the National Moderator will either verify the assessor’s decisions or require a change to subsequent assessor practice. Regional Moderators shall report as agreed with the National Moderator on their observations and recommendations. The National Moderator shall report to the CMCAG annually on the moderation process. Funding Moderation costs will be funded from the negotiated portion of any $ per credit fee paid to NZQA and/or from industry contribution. Compliance Where moderation shows that assessment requirements have not been met, the National Moderator will specify the actions that registered Assessors and accredited providers have to undertake to meet requirements. If these actions are not undertaken within the specified timelines the National Moderator may recommend to the CMCAG the assessor be deregistered, or in the case of an accredited provider, notify NZQA. As a consequence the accreditation of a provider may be suspended or withdrawn. ref: 0172 6 of 6 Appeals Where a dispute occurs between a candidate and registered assessor, or an accredited provider, the National Moderator shall attempt to facilitate a solution. Where a dispute occurs between the Regional Moderator and a Registered Assessor and/or Accredited Provider the National Moderator or his/her appointee shall investigate and attempt to facilitate a solution between the parties. Where a solution in either case is not possible the National Moderator shall report the matter to CMCAG. CMCAG may require parties to appear and may call what evidence may be required, and/or may appoint an independent arbitrator to resolve the matter. ref: 0172
