People credited with this unit standard are able to prepare for a
Customs fraud investigation; implement the fraud investigation
plan in accordance with organisational requirements; and carry
out post-investigation activities.

Performance in relation to the outcomes and evidence requirements must comply

New Zealand Bill of Rights Act 1990;
Evidence Act 2006;

Definitions
Forfeiture generally refers to the state of the goods concerned in law and occurs
automatically on the commission of some act or omission independent of any
Customs action.
Goods refer to all kinds of moveable property including animals.
Organisational requirements refer to instructions to staff on policies, procedures, and
methodologies which are documented and are available in the workplace. They are
consistent with applicable legislation and any other applicable compliance
requirements.

Competency and skills of this unit standard cannot be fully demonstrated under
simulated conditions.
Outcomes and evidence requirements
Outcome 1
Prepare for a Customs fraud investigation.
Evidence requirements
1.1
The investigation objectives and category of the operation are established in
accordance with organisational requirements.
1.2
Information sources and the information to be collected from each source are
identified.
1.3
Resources required to support the investigation are identified.
1.4
The investigation plan is developed in accordance with organisational
requirements.
Outcome 2
Implement the fraud investigation plan in accordance with organisational requirements.
Evidence requirements
2.1
Relevant evidence is collected, evaluated and processed in accordance with the
chain of evidence.
2.2
Operational activity to obtain evidence is undertaken.
2.3
Any forfeited goods are seized and processed.
2.4
Interviewing of suspects and witnesses is completed.
2.5
Recommendations to initiate a prosecution proceeding, where required, are
completed.
Range
includes but is not limited to – offence reports.
2.6
Any outstanding Crown debt is recovered.
2.7
Case management principles are applied.

Carry out post-investigation activities.

3.1
Preparation of Crown witnesses in court proceedings is completed in
accordance with organisational requirements, if appropriate.

an inter-institutional body with delegated authority for quality assurance, before they can
report credits from assessment against unit standards or deliver courses of study leading

NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
