People credited with this unit standard are able to: demonstrate knowledge of construction requirements and foreperson responsibilities for asphalt paving; and plan asphalt paving construction work as an asphalt paving foreperson. Any legislation or other requirements superseding any of the above will apply, pending the review of this unit standard. 2 Assessment against this unit standard may be based on evidence from a workplace and/or provider context. 3 Definitions Asphalt paving foreperson refers to a person who works on asphalt paving sites and reports to a supervisor. The foreperson is skilled in asphalt paving construction, and has defined responsibilities for job organisation, job safety, issuing instructions, work performance, work production, documentation, and quality control, with authority to direct others on site and limited authority for decision making relating to asphalt paving construction activities. Company procedures refers to all documented policies, procedures, and methodologies of the candidate’s employer at the time of training including but not limited to those relating to health, safety, environment, quality, and operations. Job requirements take account of site conditions to meet contract specifications, and accord with procedures and work instructions written in quality manuals. Outcomes and evidence requirements Outcome 1 Demonstrate knowledge of construction requirements and foreperson responsibilities for asphalt paving. Evidence requirements 1.1 Requirements for temporary traffic management, surface preparation, and site clean-up for asphalt paving work are explained in accordance with company procedures and specifications. 1.2 Requirements for asphalt layer types are explained in accordance with job requirements. Range 1.3 layer types – wearing course, open graded porous asphalt, either a stone mastic asphalt or a structural pavement layer. Foreperson responsibilities for an asphalt paving site are explained in accordance with legislative and local authority requirements. New Zealand Qualifications Authority 2016 NZQA registered unit standard 1.4 Foreperson responsibilities for asphalt paving construction are described in accordance with specifications and company procedures. Range 1.5 23611 version 2 Page 3 of 5 includes but is not limited to – programming work; organising materials, plant, and labour; directing staff; monitoring weather conditions, traffic safety, quality assurance, and compliance with specifications; maintaining public and staff relations; recording and reporting procedures, contract variations. Foreperson responsibilities for asphalt paving site communications are described in accordance with company procedures. Range communications relating to – notifications, public safety, site safety, temporary traffic management. Outcome 2 Plan asphalt paving construction work as an asphalt paving foreperson. Evidence requirements 2.1 Job requirements for asphalt paving construction are confirmed in accordance with company procedures. Range 2.2 confirmation is usually with the supervisor; one site with minimal geometric complexity, one site with complex geometrics. Resources for asphalt paving construction are identified and their delivery is outlined in accordance with confirmed job requirements. New Zealand Qualifications Authority 2016 NZQA registered unit standard 2.5 Sites suitable for loading, unloading, and storing plant, and for the disposal of waste materials from an asphalt paving construction site are confirmed in accordance with company procedures and legislation. Range 2.6 suitability requires public safety to be taken into account. Key activities relating to asphalt paving construction are outlined in accordance with confirmed job requirements and site constraints. key activities include but are not limited to – worksite control, site access, delivery of asphalt mix, application of materials, compaction, measurement and quantities of work, site cleanup, roadmarking; site constraints include but are not limited to – climate, pavement shape, geometric constraints, clearances from adjacent structures, live load limitations, vibration, location of utility services. Range 2.7 23611 version 2 Page 4 of 5 Controls for all identified health and safety hazards and adverse effects on the environment at an asphalt paving construction site are determined and provided for in accordance with company procedures and legislation.
