NZQA registered unit standard 14275 version 4 Page 1 of 5 Title Carry out maintenance and/or commissioning tests on an earthing mat and equipment bonding system Level 3 Credits 3 Purpose People credited with this unit standard are able to: prepare to carry out maintenance and/or commissioning tests on an earthing mat and equipment bonding system; set up test equipment; carry out maintenance and/or commissioning tests on an earthing mat and equipment bonding system; and interpret test results and complete documentation records. Classification Electricity Supply > Electricity Supply - Testing Available grade Achieved Entry information Critical health and safety prerequisites Unit 14287, Use and maintain test instruments used within the high voltage electrical industry, or demonstrate equivalent knowledge and skills. Explanatory notes 1 This unit standard is intended for, but not restricted to, workplace assessment. The range statements across the unit standard can be applied according to industry-specific equipment, procedures, and processes. 2 Safety of personnel and plant must be prioritised during assessment against this unit standard. If the client safety requirements are not met assessment must stop. 3 Performance of the evidence requirements must comply with all current legislation, especially the Electricity Act 1992, and any regulations and codes of practice recognised under that statute; the Health and Safety in Employment Act 1992; and the Resource Management Act 1991. Electricity supply industry codes of practice and documented industry procedures include the current version of the Safety Manual – Electricity Industry (SM-EI) (Wellington: Electricity Engineers’ Association). A full list of current legislation and industry codes is available from the Electricity Supply Industry Training Organisation, PO Box 1245, Hamilton 3240. Enterprise requirements may include the documented workplace policies, procedures, specifications, business, and quality management requirements relevant to the workplace in which assessment is carried out. 6 Practical exercises should be used for assessment wherever possible. 7 This unit standard covers carrying out commissioning and/or maintenance tests on earthing mat and equipment bonding systems. Testing is normally applied at electricity supply substations. 8 Definitions NZECP = New Zealand Electrical Code of Practice IEC = International Electrotechnical Commission. Outcomes and evidence requirements Outcome 1 Prepare to carry out maintenance and/or commissioning tests on an earthing mat and equipment bonding system. Evidence requirements 1.1 The type of earthing mat and equipment bonding system, and the related technical specifications and test procedures, are identified in terms of client equipment requirements. Range 1.2 The tests required are identified and interpreted from the selected specifications and test procedures, in terms of client equipment requirements. Range 1.3 may include but is not limited to – specifications, drawings, client requirements for the earthing mat of the substation’s power system, switchyard, power cable sheath, equipment bonding. tests may include but is not limited to – resistance, visual inspection, step and touch voltage, resistivity, continuity, contact resistance. Access to the equipment is obtained. Range may include but is not limited to – requesting access, determining status of equipment. Evidence requirements 2.1 The test equipment required for the tests is assembled. Range may include but is not limited to – ohmmeters, voltmeters, ductor test meters, drawings. 2.2 All test equipment is checked to ensure that the calibration certification is valid. 2.3 The selected test and commissioning standards and procedures are made available for reference during testing. Range 2.4 The test lead connections are connected to the equipment under test. Range 2.5 may include but is not limited to – manufacturer’s or client’s or international standards and specifications. may include but is not limited to – the test lead connections are placed where good contact is achieved and where lead to equipment contact resistance is low. The operational earth bond location points are checked for compliance with client requirements. Range requirements may include but are not limited to – position, accessibility, dimensions. Outcome 3 Carry out maintenance and/or commissioning tests on an earthing mat and equipment bonding system. Evidence requirements 3.1 The selected tests are carried out consistent with the standard procedures and following the commissioning plan, or as specified by the client. Range 3.2 includes but is not limited to – NZECP 35:1993, client requirements, IEC 61672, all main equipment bonding to the earth mat has been tested, all operational earth bond points (jug handles) tested and inspected. The results of the tests are recorded as required by standard documentation or as specified by the client. Range Outcome 4 Interpret test results and complete compliance documentation. Evidence requirements 4.1 The recorded results are interpreted for compliance with the selected standard requirements. may include but is not limited to – measurement uncertainty, limits of accuracy, current rating. Range 4.2 The compliance or non-compliance documentation is completed for each unit or zone tested. may include but is not limited to – key results, conclusions, recommendations for corrective action, suitability for entering service.
