NZQA registered unit standard 28419 version 1 Page 1 of 5 Title Instruct and assess trainee supervisor’s guiding of clients on SCUBA dives in open water Level 6 Credits 5 Purpose People credited with this unit standard are able to instruct and assess trainee supervisor’s: knowledge of best practice occupational dive operation standards, knowledge of supervising and controlling certified divers, knowledge of dive trip logistics, and knowledge of planning and managing a dive trip; planning and preparation for supervision and control of clients on an underwater tour; and guiding of clients on SCUBA dives in open water. People seeking credit for this unit standard must hold either PADI Open Water Scuba Instructor or SSI Divemaster Instructor certification, or demonstrate equivalent knowledge and skills. Explanatory notes 1 Industry technical and safety criteria refer to dive instruction, supervision and performance being carried out in accordance with the standards, procedures and training materials of the respective dive training agency. The agency must meet or exceed the World Recreational Scuba Training Council training standards. 2 All dive operations must comply with the requirements of the Health and Safety in Employment Act 1992, the Health and Safety in Employment Regulations 1995, the Accident Compensation Act 2001, AS/NZS 2299.3:2003 Occupational diving operations – Recreational industry diving and snorkelling operations and the Guidelines for Occupational Diving 2004. 3 Sufficiency for this unit standard requires the candidate to instruct and assess a minimum of two trainee supervisors to plan, prepare and manage one shore and one boat based dive trip for a minimum of two clients. Each trip must include a minimum of two dives. A group is considered to be a minimum of two people. Clients refer to individuals who are certified as open water divers. Dive plan refers to the procedures by which the accredited dive provider’s diving operations are implemented for all dives required to meet this standard. Instruction refers to the candidate instructor’s act of imparting knowledge or skills as per industry technical and safety criteria. Occupational diving refers to diving performed in the course of employment for gain or reward. Open water is any natural body of water realistic of local diving conditions in terms of water movement, temperature, visibility, depth and aquatic life. Organisational requirements refer to a dive provider’s own policies and associated documents. PADI refers to the Professional Association of Diving Instructors. SCUBA refers to Self Contained Underwater Breathing Apparatus. SSI refers to Scuba Schools International. Supervision refers to: - direct supervision – the candidate instructor’s personal observation and interaction with trainee supervisor’s and the trainees interaction with the clients including accompanying the trainees and their clients underwater. - indirect supervision – the candidate instructor being present at the dive site, but is not personally accompanying the trainee supervisor’s and their clients underwater but is prepared to come to their aid. 5 Assessment may be undertaken in simulated conditions. Outcomes and evidence requirements Outcome 1 Instruct and assess trainee supervisor’s knowledge of best practice occupational dive operation standards. Evidence requirements 1.1 Trainee supervisors are instructed and assessed on best practice occupational dive operation standards in accordance with industry technical and safety criteria. Range may include but is not limited to – recreational industry diving operation requirements in accordance with AS/NZS 2299.3, section 2, requirements of occupational divers and persons associated with occupational diving activities in accordance with the Guidelines for Occupational Diving, organisational requirements for accident management policy and procedures, the roles and responsibilities of personnel with respect to the health and safety of clients, legislation; Skills Active Aotearoa Limited SSB Code 101576 New Zealand Qualifications Authority 2016 NZQA registered unit standard 28419 version 1 Page 3 of 5 a minimum of two is required. Outcome 2 Instruct and assess trainee supervisor’s knowledge of supervising and controlling certified divers. Evidence requirements 2.1 Trainee supervisors are instructed and assessed on supervision, group management and control techniques in accordance with industry technical and safety criteria. Range may include but is not limited to – out of water supervision, in water supervision, causes of diver problems and safety procedures to prevent them, ascertaining if a client’s skills and experience level match a planned dive, dive briefing and debriefing criteria; a minimum of two is required. Outcome 3 Instruct and assess trainee supervisor’s knowledge of dive trip logistics. Evidence requirements 3.1 Trainee supervisors are instructed and assessed on the planning, preparation and logistics for shore and boat based dive trips in accordance with industry technical and safety criteria and organisational requirements. Outcome 4 Instruct and assess trainee supervisor’s knowledge of planning and managing a dive trip. Evidence requirements 4.1 Trainee supervisors are instructed and assessed on trip organisation, logistics and record keeping in accordance with industry technical and safety criteria and organisational requirements. Range shore based trip, boat based trip. Outcome 5 Instruct and assess trainee supervisor’s planning and preparation for supervision and control of clients on an underwater tour. Evidence requirements 5.1 Trainee supervisors are instructed and assessed on dive planning, preparation and establishment of dive parameters in accordance with industry technical and safety criteria.
