The role of an infrastructure works site supervisor is critical. This person uses strong people management, organisational skills and technical knowledge and skills to ensure that all tasks on site are completed safely and to contract specifications. Graduates of this qualification will be capable of implementing contract specifications on a range of dynamic and variable infrastructure works sites. This qualification builds on the New Zealand Certificate in Civil Works (Level 4) with strands Earthworks, Road Construction, Concrete (non-structural), and Road Maintenance [Ref: 2688], New Zealand Certificate in Pipe Installations (Level 4) with strands in Trenched, and Trenchless [Ref: 2694], New Zealand Certificate in Utilities Maintenance (Level 4) with strands in Water, and Wastewater and Stormwater [Ref: 2695], New Zealand Certificate in Bituminous Product Manufacturing (Level Page 1 of 5 4) with strands in Binder Manufacturing Operation, Bituminous Mixes Operation, and Bitumen Spraying Operation [Ref: 2687], New Zealand Certificate in Bituminous Surfacing Construction (Level 4) with strands in Bituminous Mixes, Chipseal, and Slurry [Ref: 2687], and may form part of the rural contracting pathway. Upon completion of this qualification, graduates may wish to progress onto the New Zealand Certificate in Infrastructure Works (Projects) (Level 5) [Ref: 2619], and/or the New Zealand Certificate in Infrastructure Works (Contract Management) (Level 5) [Ref: 2618] qualification. Employment pathway Graduates of this qualification will likely be employed in the Infrastructure Works industry in the following contexts: civil works surfacing underground utilities rural contracting. Qualification specifications Qualification award This qualification will be awarded by the accredited organisation with whom the graduate has been enrolled. The certificate will display the logos of the NZQF and the accredited organisation. Evidence requirements for managing consistency Each TEO is responsible for deciding what specific evidence it will provide to demonstrate how well its graduates meet the graduate profile outcomes at the appropriate threshold. The following is core evidence may be provided for NZCIW(SS) L5 consistency reviews: Internal and external moderation processes and results relating to the assessment of graduate outcomes. Feedback and actions taken by the TEO in response to feedback. Programme completion data and course results. Post graduate surveys (which must include survey of graduates and employers). Any other relevant evidence. Credit transfer and recognition of prior learning arrangements TEOs delivering programmes that lead to the award of this qualification may transfer credit and recognise prior learning in accordance with their own recognition policies and procedures. Must include: Mandatory supervising staff, day to-day activities and the delivery of training on an infrastructure works site Credits 46 identifying and liaising with people affected by activities at an infrastructure works site determining, issuing, and monitoring resources (including staff) for daily activities; and organising the supply and storage of materials for an infrastructure works site applying industry calculations. May include: 3 Execute contract requirements. Credits 10 4 Implement quality assurance and industry best practice. Optional supervising subcontractors carrying out notifiable work and permit requirements preparing for the verification process; verifying trainee’s evidence; and completing the verification process managing interpersonal conflict. Must include: interpreting the requirements of contract documents to ensure that contract specifications are executed on site. Mandatory Must include: Mandatory an understanding of quality assurance requirements, and monitoring and recording quality assurance on an infrastructure works site confirming site records; collecting and verifying administrative records for an infrastructure works site, and documenting variations for infrastructure works. Credits 15 Transition information Replacement information This qualification replaced the National Certificate in Infrastructure Works Supervision with optional strands in Asphalt Surfacing, Chipseal Surfacing, Civil Works and Utilities, Road Works, Water, and Wastewater (Level 4) [Ref:1658] The last date for entry into programmes leading to the replaced qualification is 31 December 2016. The last date of assessment for the replaced qualification is December 2018, at which time it will be Qualification Reference 2617 © New Zealand Qualifications Authority 2015 Page 4 of 5 designated as discontinued. People currently working towards the replaced qualification may either complete the requirements for that qualification by 31 December 2018 or transfer to this qualification. However, there are substantial differences between the new and replaced qualification, and it is recommended that candidates complete the qualification in which they are enrolled. It is the intention of Infrastructure ITO that no existing trainee should be disadvantaged by these transition arrangements.
