Strategic purpose statement
The purpose of this qualification is to provide the youth work
sector with people who have the operational and theoretical
knowledge, skills and attitudes needed to work in entry level
roles with youth.
This qualification is targeted at new or potential entrants into the
youth work sector, including those currently working with youth
who would benefit from recognition of their skills in the
workplace, and provides a pathway for entry into careers in the
youth development sector.
Graduates will support the social and cultural aspirations of Māori
and Pasifika people and demonstrate their commitment to Te
Tiriti o Waitangi in their interactions with young people and their
communities in their work.
Graduates will operate under general supervision as part of a
team working with youth.

Education pathway
This qualification provides an entry point for youth work or an
opportunity to build on skills and experience already gained in
youth work. The qualification may lead onto the New Zealand
Certificate in Youth Work (Level 4) [Ref: 2449] or to higher level
qualifications in the social services.
Employment pathway
This qualification will assist people seeking entry level
employment in youth work. For example, working or volunteering
in programmes, projects and events delivered by peer support
groups, youth service agencies and community or marae or faithbased groups.

Qualification specifications
Qualification award
This qualification can be awarded by an organisation which
has an approved programme of study or industry training
programme leading to the qualification.
The certificate will display the title of the qualification; the
logos of the NZQF; and the name and/or logo of the
awarding body.
Evidence requirements for managing
consistency
All tertiary education organisations (TEOs) either arranging
training or delivering programmes that lead to the award of
this qualification are required to participate, along with the
qualification developer, in a scheduled consistency process
led by NZQA, in accordance with published national
guidelines.
This consistency process will involve reviewing evidence
associated with graduates’ achievement of outcomes,
agreeing acceptable standards and/or benchmarks for
qualification outcome achievement, and identifying areas for
improvement.

Requirements (CMR) document 0024 for unit
standard-based programmes.
TEOs seeking approval to award the qualification are
expected to have Recognition of Current Competency (RCC)
and/or Recognition of Prior Learning (RPL) assessment
processes in place. Credit transfer will be automatic where

assessment standards are used for assessment within
programmes of study or training leading to this qualification.

Transition information
Replacement information
This qualification replaced the National Certificate in Youth Work
(Youth Leadership) (Level 3) [Ref: 0668].
Learners currently enrolled in programmes leading to the replaced qualification may either complete or
transfer their results to this replacement qualification.
The last date for entry into programmes leading to the replaced qualification is 31 December 2016. The
last date for award of the replaced qualification is 31 December 2018.
Existing trainees should not be disadvantaged by these transition arrangements. Any person who
considers they have been disadvantaged by these transition arrangements may appeal to Careerforce at
the address below. Appeals will be considered on a case by case basis.
