This qualification is targeted at new or potential entrants into the youth work sector, including those currently working with youth who would benefit from recognition of their skills in the workplace, and provides a pathway for entry into careers in the youth development sector. Graduates will support the social and cultural aspirations of Māori and Pasifika people and demonstrate their commitment to Te Tiriti o Waitangi in their interactions with young people and their communities in their work. Graduates will operate under general supervision as part of a team working with youth. Graduate profile Graduates of this qualification will be able to: Outcome Statement - support young people using a youth development approach contribute to youth development projects. Education pathway This qualification provides an entry point for youth work or an opportunity to build on skills and experience already gained in youth work. The qualification may lead onto the New Zealand Certificate in Youth Work (Level 4) [Ref: 2449] or to higher level qualifications in the social services. Employment pathway This qualification will assist people seeking entry level employment in youth work. For example, working or volunteering in programmes, projects and events delivered by peer support groups, youth service agencies and community or marae or faithbased groups. The certificate will display the title of the qualification; the logos of the NZQF; and the name and/or logo of the awarding body. Evidence requirements for managing consistency All tertiary education organisations (TEOs) either arranging training or delivering programmes that lead to the award of this qualification are required to participate, along with the qualification developer, in a scheduled consistency process led by NZQA, in accordance with published national guidelines. This consistency process will involve reviewing evidence associated with graduates’ achievement of outcomes, agreeing acceptable standards and/or benchmarks for qualification outcome achievement, and identifying areas for improvement. Evidence for programme providers may include: Credit transfer and recognition of prior learning arrangements Qualification Reference 2448 © New Zealand Qualifications Authority 2014 - Assessment information leading to the achievement of the graduate outcomes. - A portfolio of student work relating to the qualification. - Stakeholder feedback on outcome achievement which may include feedback from graduates, endusers, and/or next users. - TEO moderation outcomes which may include moderation/benchmarking across common programmes. - Relevant External Evaluation and Review (EER) data. - The criteria of Consent and Moderation Requirements (CMR) document 0024 for unit standard-based programmes. TEOs seeking approval to award the qualification are expected to have Recognition of Current Competency (RCC) and/or Recognition of Prior Learning (RPL) assessment processes in place. Credit transfer will be automatic where Page 2 of 4 assessment standards are used for assessment within programmes of study or training leading to this qualification. Transition information Replacement information This qualification replaced the National Certificate in Youth Work (Youth Leadership) (Level 3) [Ref: 0668]. Learners currently enrolled in programmes leading to the replaced qualification may either complete or transfer their results to this replacement qualification. The last date for entry into programmes leading to the replaced qualification is 31 December 2016. The last date for award of the replaced qualification is 31 December 2018. Existing trainees should not be disadvantaged by these transition arrangements.
