Strategic purpose statement
The purpose of this qualification is to provide the wood panel
manufacturing industry with people who have the skills and
knowledge to achieve production requirements as operators
under limited supervision in a wood panel manufacturing
operation.
Graduates will have the technical skills and knowledge required
for the safe and efficient operation of plant and equipment used
for either finishing composite panels, or manufacturing LVL,
plywood, or overlay bonding or veneer products – four strands
have been included in this qualification to cover these types of
wood panel products.
Graduate profile
Graduates of this qualification will be able to:

Assess and minimise risk to self, others and plant equipment.

Apply a range of skills and knowledge to support productivity,
quality and performance improvement.
Outcome Statement
Graduates of the Composite Panel Finishing strand will also be
able to:

The Composite Finishing strand of this qualification can lead to
the New Zealand Certificate in Composite Wood Panel
Manufacturing (Level 4) [Ref: 2407].
In some organisations, people may gain multiple strands of this
qualification to reflect the broadening of their operational skills.
Wood panel manufacturing operators can progress to plant or
operations management roles. These roles require further skills
and knowledge in operations management or process technical
skills usually gained through diploma or degree level
qualifications in engineering or business management.
Employment pathway
Holders of this qualification will have the skills and knowledge to
work in operational roles to either: finish composite panels,
manufacture LVL, plywood or veneer; overlay bonding, or carry
out veneer preparation of products in a wood panel
manufacturing environment.

Evidence requirements for
managing consistency
All TEOs either arranging training or delivering programmes that
lead to the award of the qualification are required to participate in
a consistency process scheduled by NZQA.
This will involve reviewing evidence associated with graduate’s
achievement of outcomes, and agreeing acceptable thresholds
for qualification outcome achievement and areas for
improvement.
To demonstrate how graduates are achieving the qualification
graduate profile outcomes, TEOs are required to produce their
own evidence in a high level report.
Evidence will include the following:

Employer surveys to determine if graduates of the
qualification meet the graduate profile outcomes.

Evidence of effective processes to ensure programmes
continue to meet current industry needs.

A range of workplace evidence demonstrating that
graduates meet the graduate profile outcomes.

Any other relevant evidence as appropriate.
Further information about the managing consistency process can
be found on the NZQA website.
Credit transfer and recognition of
prior learning arrangements
Organisations seeking approval to award the qualification are
expected to have Recognition of Current Competency (RCC) or
Recognition of Prior Learning (RPL) assessment processes in
place. Credit transfer will be automatic where assessment
standards are used for assessment within programmes of study
or training leading to this qualification.
