Graduates will have the technical skills and knowledge required for the safe and efficient operation of plant and equipment used for either finishing composite panels, or manufacturing LVL, plywood, or overlay bonding or veneer products – four strands have been included in this qualification to cover these types of wood panel products. The Composite Finishing strand of this qualification can lead to the New Zealand Certificate in Composite Wood Panel Manufacturing (Level 4) [Ref: 2407]. In some organisations, people may gain multiple strands of this qualification to reflect the broadening of their operational skills. Wood panel manufacturing operators can progress to plant or operations management roles. These roles require further skills and knowledge in operations management or process technical skills usually gained through diploma or degree level qualifications in engineering or business management. Employment pathway Holders of this qualification will have the skills and knowledge to work in operational roles to either: finish composite panels, manufacture LVL, plywood or veneer; overlay bonding, or carry out veneer preparation of products in a wood panel manufacturing environment. The certificate will display the logo of the NZQF and Competenz, and may display the name and/or logo of the awarding body. Evidence requirements for managing consistency All TEOs either arranging training or delivering programmes that lead to the award of the qualification are required to participate in a consistency process scheduled by NZQA. This will involve reviewing evidence associated with graduate’s achievement of outcomes, and agreeing acceptable thresholds for qualification outcome achievement and areas for improvement. To demonstrate how graduates are achieving the qualification graduate profile outcomes, TEOs are required to produce their own evidence in a high level report. Evidence will include the following: Employer surveys to determine if graduates of the qualification meet the graduate profile outcomes. Evidence of effective processes to ensure programmes continue to meet current industry needs. A range of workplace evidence demonstrating that graduates meet the graduate profile outcomes. Credit transfer and recognition of prior learning arrangements Organisations seeking approval to award the qualification are expected to have Recognition of Current Competency (RCC) or Recognition of Prior Learning (RPL) assessment processes in place. Credit 5 Transition information Replacement information This qualification and the New Zealand Certificate in Composite Wood Panel Manufacturing (Level 4) [Ref: 2407], replace the National Certificate in Wood Fibre Manufacturing (Wood Panels) (Level 3) with strands in Composite Panel Preparation, Composite Panel Forming and Pressing, Composite Panel Finishing, Overlay Bonding Operations, Laminated Veneer Lumber (LVL) and Plywood Operations, and Veneer Preparation [Ref: 1309]. People currently working towards Ref: 1309 may complete the qualification by 31 December 2018 or transfer their results to the replacement New Zealand qualifications. People wishing to complete Ref: 1309 with the Laminated Veneer Lumber (LVL) and Plywood Operations strand will need to gain credit for expiring standard 20768 by 31 December 2015 when it expires. The last date for enrolments into Ref: 1309 is 31 December 2015. The last date for assessments to take place for this qualification is 31 December 2018. It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.
