Strategic purpose statement
This qualification is designed to provide the infrastructure
industry with procurement practitioners capable of planning and
implementing infrastructure procurement strategies.
This qualification is suitable for people employed in procurement
who initiate and manage all aspects of procurement in
accordance with government procurement principles and
government rules of sourcing.
Outcome Statement
Graduates will be able to demonstrate leadership and selfmanagement along with the technical knowledge and skills
required in procurement.
Graduate profile
Graduates of this qualification will be able to:
- Develop a procurement plan that links an organisation’s
procurement strategy to a specific project
- Manage the development of RFx documents in
accordance with a procurement plan for an infrastructure
project
- Manage procurement processes including planning, RFx
documentation appraisal, communication and record
keeping, evaluation and reporting for an infrastructure
project
- Analyse procurement procedures ensuring the
application of codes of ethics, principles, rules and
relevant legislation to all phases of procurement are
applied.
Education pathway
This qualification may lead to higher level qualifications such as
the New Zealand Diploma in Infrastructure Asset Management
(Level 6) [Ref: 3180] and the New Zealand Diploma in
Engineering Practice (with strands in Civil Engineering, Electrical
Engineering and Mechanical Engineering) (Level 6) [Ref: 1714].

Replacement information
This qualification replaced the New Zealand Certificate in
Infrastructure Civil Engineering Procurement Procedures (Level
6) [Ref: 1785].
Candidates currently working towards the replaced qualification may choose to complete that qualification
by 31 December 2019 or transfer to the replacement New Zealand qualification.
The last date for entry into programmes leading to the replaced qualification is 31 December 2017.
The last date for assessment against the replaced qualification is 31 December 2019.
It is the intention of the Infrastructure ITO that no existing trainee should be disadvantaged by these
transition arrangements. Any person who considers they have been disadvantaged may appeal to the
