The purpose of this qualification is to provide the real estate industry with people who hold a broad operational and technical knowledge of the real estate industry.

Graduates of this qualification will have met the qualification requirements to be a licensed salesperson and, once licensed, will be able to operate under supervision to comply with the Real

Estate Agents Act 2008 (as per Section 50).

Graduates of this qualification, once licensed, will be able to:

- Operate as a real estate salesperson with knowledge of land ownership, land issues, building structures and council compliance.

- Build and manage a database of contacts to establish and maintain a presence in the market place.

- Conduct property inspections and appraisals.

- Facilitate real estate transactions through to settlement using appropriate methods of sale.

- Comply with New Zealand law and standards relevant to the real estate industry.

This qualification is an entry-level qualification to work in the real estate industry as a salesperson.

Graduates of this qualification may undertake further study through real estate qualifications at Level 5 or higher such as:

New Zealand Certificate in Real Estate (Specialist) (Level 5) with strands in Business Broking; Commercial and Industrial;

Residential; and Rural) [Ref: 3112] and/or

New Zealand Diploma in Business (with strands in Accounting,

Administration and Technology, Leadership and Management,

Graduates of this qualification will have the skills and knowledge to operate as a salesperson in the real estate industry once they are licensed with the Real Estate Agents Authority.

Evidence requirements for assuring consistency

The candidate shall be awarded the qualification by the accredited Tertiary Education Organisation (TEO) where the programme has been completed.

Evidence may come from:

− Regular monitoring of trainee progression within either the

TEO or the workplace including liaising with employers, teaching staff, training supervisors and industry managers about the value of the training to graduates, and qualifications to the business.

− Feedback from major employers, employers’ associations, and relevant industry bodies to ensure their members involved in the residential property management sector are satisfied with the qualification graduates.

− Regular cross-industry meetings (Industry Advisory Groups) where the changing training needs of the industry can be discussed in light of technology changes, workplace practices and graduate capabilities.

− Independent surveys of graduates and employers to determine if the graduates are appropriate for the workplace.

− Providing an alignment matrix of programme outcomes or unit standards against the qualification outcomes.

This qualification meets the licensing requirements to be licensed as a real estate salesperson by the Real Estate Agents Authority as set out in the Real Estate Agents (Licensing) Regulations

2009. For licensing purposes, this qualification document must be read in conjunction with the Real Estate Agents (Licensing)

Regulations 2009.

Building structures refers to building materials, building types, and other physical structures.

Council compliance refers to the Resource Management Act

1991, the Building Code.

Inspections and appraisals of properties must cover at least three methods of appraisal.

− sale and purchase agreements and/or lease agreements

− post agreement responsibilities

− stigmatised properties.

5 Comply with New Zealand law and standards relevant to the real estate industry.

− Real Estate Agents Authority Code of Conduct

− Real Estate Agents Act 2008 and regulations

− law of contract

− law of agency

− the effect of different entities: companies/partnerships/trusts/sole-trader

− consumer protection law

− personal financial obligations.

Transition information

Replacement information This qualification replaced the National Certificate in Real Estate

(Salesperson) (Level 4) [Ref: 1543].

The last date for entry into programmes leading to the replaced qualification is 31 December 2017. The last date for assessment to take place for the replaced qualification is 31 December 2019.

It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.
