Strategic purpose statement
The purpose of this qualification is to provide the marine industry
with people who have the knowledge and skills to work in a team,
unsupervised, in the coating of refit vessels or new vessels.
This is an entry level qualification for people intending to enter or
who are already working in the boat building sector, in the refit or
construction of vessels.
Graduates will have the specialised knowledge and skills for the
protective and decorative coating of substrates in a marine
environment.

Graduates of this qualification will be able to:

apply health and safety practices to ensure own and others
safety and minimise potential hazards and environmental
risk in a boat building work environment

collaborate and contribute to the achievement of team
objectives in a boat building work environment

apply specific industry knowledge and terminology to
communicate effectively; and behave in a professional
manner with colleagues, managers, and customers

select and use a range of products, materials, hand and
power tools and plant and equipment relevant to common
tasks for boat building.
Graduates of the Exterior strand will be able to:

apply knowledge of selected systems and processes for the
preparation and coating of exterior substrates
create a controlled environment for coating exterior projects
identify and remedy defects on exterior coat surfaces

Education pathway
apply knowledge of selected systems and processes for the

Educational Achievement (NCEA) Level 1, 2 or 3.

General conditions for the programme leading to the qualification
General conditions for
programme
Programmes will typically be a New Zealand Apprenticeship.
The current version of the following documents must be
complied with:
-
Health and Safety in Employment Act 1992
Health and Safety in Employment Regulations 1995
Hazardous Substances & New Organisms (HSNO) Act
2001.
Training and programmes must reflect current practice and
maintain currency with amendments to, and replacements of
relevant legislation, regulations and Australia/New Zealand
Standards (AS/NZS).
NZ Marine and Composites ITO advises graduates of this
qualification to become certified as a Handler for hazardous
substances. Certified handlers are able to manage hazardous
substances, without supervision.

This qualification and qualification Ref: 3056 replaced the
National Certificate in Boatbuilding (Level 3) with strands in Fill
and Fair Marine Substrates, Interior Marine Painting, and Exterior
Marine Painting [Ref: 1493].

People currently working towards the expiring national qualification may choose to complete that
qualification or transfer their results to the replacement New Zealand qualification.
The last date for entry into programmes leading to these replaced qualification is 31 December 2016.
The last date for assessment against the replaced qualifications is 31 December 2018.
