Strategic purpose statement
The purpose of this qualification is to provide the marine and
composite industries with people who can work in industries that
require filling, fairing, and substrate preparation in a commercial
environment.
This is an entry level qualification for people intending to enter or
who are already working in the marine or composite sector, filling
and fairing substrates for refits or new builds.
Graduates of this qualification will be able to work in a range of
supervised roles.

Graduates of this qualification will be able to:

apply health and safety practices to ensure own safety and
minimise potential hazards and environmental risk in a
marine or composite work place
-
select, use, and maintain a range of products, materials,
hand and power tools and simple plant and equipment
relevant to common surfacing tasks in a marine or
composite work place
-
apply specific industry knowledge and terminology to
communicate effectively, read plans, follow sketches and
instructions, and behave in a professional manner with
colleagues, managers, and customers in a marine or
composite workplace
-
apply knowledge of filling, fairing, and preparing substrates
to complete common tasks.
This qualification may build on from the National Certificate of
Educational Achievement (NCEA) Level 1, 2 or 3.
Graduates of this qualification may progress to:

New Zealand Certificate in Boat Building (Level 4) with

Graduates of this qualification will have the skills and knowledge
to work in a range of supervised roles in the marine or composite

Programmes will typically be completed in a workplace.
The current version of the following documents must be complied
with:

Health and Safety in Employment Act 1992

Health and Safety in Employment Regulations 1995

Hazardous Substances & New Organisms (HSNO) Act
2001.
Training and programmes must reflect current practice and
maintain currency with amendments to, and replacements of
relevant legislation, regulations and Australia/New Zealand
Standards (AS/NZS).

Replacement information
This qualification and qualification Ref: 3085 replaced the
National Certificate in Boatbuilding (Level 3) with strands in Fill
and Fair Marine Substrates, Interior Marine Painting, and Exterior
Marine Painting [Ref: 1493].
People currently working towards the expiring national qualification may choose to complete that
qualification or transfer their results to the replacement New Zealand qualification.
The last date for entry into programmes leading to this qualification is 31 December 2016.
The last date for assessment against the replaced qualification is 31 December 2018.
