Strategic purpose statement
The purpose of this qualification is to provide the cleaning industry
with graduates who are able to deliver, guide and promote safe
and high quality cleaning services of both a generalist and
specialist nature.
This qualification is intended for people who already have basic
knowledge, skills and experience in the cleaning sector and want
recognition for being able to work knowledgeably, safely and with
limited supervision.
It provides graduates with the additional knowledge and skills
needed to assume increased responsibilities and independence in
the performance of cleaning tasks.
Outcome Statement
Graduate profile
Graduates will be able to:
carry out cleaning duties autonomously and efficiently
apply an understanding of health and safety legislative
requirements when responding to risks for themselves and
others in the workplace, and for the general public, while
carrying out cleaning duties.
Graduates of the Specialist Cleaning strand will also be able to:
apply knowledge of a specialised part of the cleaning industry.
Graduates of the Supervision strand will also be able to:
provide direction to a team of cleaners.
Education pathway
This qualification builds on the New Zealand Certificate in Cleaning
(Level 2) [Ref: 2316] and may lead to other education opportunities
in a specialist cleaning context, or further study in leadership or
management.
Employment pathway
This qualification will assist people already working in the cleaning
industry to take on a self-directed or senior role within a team, or to
take on a specialised cleaning role. This could include working as
a cleaning supervisor, a carpet cleaning technician, a trauma
scene cleaner/technician, a domestic (residential) cleaner, or as a
senior cleaner/technician.

Qualification specifications
Qualification award
This qualification can be awarded by an organisation which has an
approved programme of study or industry training programme leading
to the qualification.
The certificate will display the title of the qualification, including the
strand(s) achieved, the logo of NZQA, and the name and/or logo of
the awarding organisation.
Evidence requirements for
assuring consistency
All tertiary education organisations (TEOs) either arranging training or
delivering programmes that lead to the award of this qualification are
required to participate, along with the qualification developer, in a
scheduled consistency process led by NZQA, in accordance with
published national guidelines.
This consistency process will involve reviewing evidence associated
with graduates’ achievement of outcomes, agreeing acceptable
standards and/or benchmarks for qualification outcome achievement,
and identifying areas for improvement.
Evidence for programme providers may include:
•
Assessment information leading to the achievement of the
graduate outcomes.
•
A portfolio of student work relating to the qualification.
•
Stakeholder feedback on outcome achievement which may
include feedback from graduates, end-users, and/or next users.
•
TEO moderation outcomes which may include
moderation/benchmarking across common programmes.
•
Relevant External Evaluation and Review (EER) data.
•
The criteria of Consent and Moderation Requirements (CMR)
document 0024 for unit standard-based programmes.

General conditions for the programme leading to the qualification
General conditions for
programme
Programmes and assessment should accord with the principles of
industry best practice, and contemporary standards and guidelines.
There is an expectation that programmes of industry training leading
to this qualification will be completed in a workplace.
For programmes of study that are offered by an education provider, a
formal arrangement must be in place whereby a learner is able to
demonstrate achievement of the outcomes in an appropriate practical
environment.
For all programmes the practical learning must be developed and
applied through work-placements under the supervision of a relevant
qualified specialist.
The achievement of practical outcomes must demonstrate the
integration of theory and practice.

This qualification replaced the following qualifications:

National Certificate in Cleaning and Caretaking (Level 4) [Ref: 0755]
The last date for entry into programmes leading to the replaced qualifications is 31 December 2016. The
last date for award of the replaced qualifications is 31 December 2017, at which time they will be
designated as discontinued.
It is recommended that candidates currently enrolled in programmes leading towards the National
Certificates who will be unable to complete the qualification by 31 December 2017 transfer to the New
Zealand Certificate in Cleaning (Level 3).
It is the intention of Careerforce that no existing trainee should be disadvantaged by these transition
