The purpose of this qualification is to provide the fencing industry with people who have the knowledge and practical skills to design, cost, and construct fences and yards to meet client requirements; and the knowledge and skills to lead a team and manage client relationships.
This qualification is targeted at people who are experienced fencers and are at, or moving into a role in a rural fencing enterprise which has responsibility for meeting client fencing requirements.
Learners will benefit by having a qualification that recognises progression through the industry, as well as increased skills and knowledge to enable improved job performance and remuneration.
The agriculture sector will benefit from having people who can supervise the construction of fencing structures and demonstrate team leadership and client relationship management.
Graduates will have the skills to work in a self-directed capacity, will have responsibility for the design and quality of rural fences, and will be managing others.
Graduates of this qualification will be able to:
– design, cost, and construct fence lines to meet client specifications
– design, cost, and construct stock yards to meet client specifications
– demonstrate team leadership and client relationship management using a range of effective interpersonal skills to meet client expectations

Employment pathway
This qualification can build on the New Zealand Certificate in
Fencing (Level 3) Rural strand [Ref: 2699], and may lead to the
New Zealand Diploma in Agribusiness Management (Level 5)
[Ref: 2221].
Graduates in this certificate will be able to operate in positions with day to day management responsibility in the fencing industry as supervisors, business owners, or in self-employment.

Evidence requirements for assuring consistency
Minimum standard of achievement and standards for grade endorsements
This qualification may be awarded by the Primary ITO as the industry training organisation arranging training leading to the qualification under section 5 of the Industry Training Act and
Apprenticeships Act 1992.
This qualification may also be awarded by an education organisation who has, under section 249 of the Education Act
1989, had a programme approved by the New Zealand
Qualifications Authority (NZQA) or who has been accredited, under section 250, to provide an approved programme.
The formal document certifying the award of this qualification will display the NZQF logo and may also include the name and/or logo of the awarding education organisation.
All tertiary education organisations (TEOs) offering programmes leading to the qualification must engage with arrangements for managing consistency, including covering actual and reasonable related costs.
Each education organisation is responsible for deciding what specific evidence it will provide to demonstrate how well its graduates meet the graduate profile outcomes of the qualification.
Evidence of the following must be provided:
learner feedback on course delivery and qualification achievement, their perception of the value of the training, and suggestions for improvements
feedback from employers on the level of skills, knowledge and behaviour demonstrated by graduates of the qualification
evidence of effective internal quality assurance systems
portfolios of work and/or assessment samples demonstrating the range of learner performance within a programme
TEOs can also provide any other relevant evidence that supports the consistency review.
The minimum standard of achievement required for award of the qualification will be the achievement of all graduate profile outcomes in the core and the outcomes in at least one of the strands.

Other requirements for the qualification (including regulatory body or legislative requirements)
General conditions for programme
It is recommended that candidates complete the New Zealand
Certificate in Fencing (Level 3) [Ref: 2699] prior to this qualification.
It is recommended that programmes require candidates to have two years industry experience, prior to entry into programmes leading to this qualification.
Compliance with health and safety and employment legislation applies across all outcomes.

Replacement information This qualification replaced the National Certificate in Fencing
(Level 4) [Ref: 1466]
Learners currently enrolled in programmes leading to the replaced qualifications may either complete the requirements as specified below, or transfer their results to this replacement qualification.
The last date for entry into programmes leading to the replaced qualifications is 31 December 2017. The last date for award of the replaced qualifications is 31 December 2019 at which time they will be designated as discontinued.
It is the intention of Primary ITO that no existing learner should be disadvantaged by these transition arrangements. Any person who considers they have been disadvantaged may appeal to the Primary ITO.
